1. Among the elite: On India at the G-7 summit

Topic: GS2 – International relations.

Context:

  • India is a special invitee at the G-7 summit held in Japan.

Issue:

  • India’s attendance is significant due to its G-20 presidency and aligning the G-20 agenda with Japan’s agenda for the G-7 summit.
  • Japan has taken a tough position on Russia, and India’s presence is crucial in tempering some of the language regarding sanctions against Russia.
  • India’s role as the “Voice of the Global South” is important in discussing the impacts of G-7 sanctions on the developing world, including food, fertiliser, and energy security.
  • India will play a leading role in discussions on debt sustainability, helping countries avoid a “debt trap,” building supply chain reliability, alternative energy coalitions, and seeking infrastructure and development aid in the region.
  • India’s unique voice as a nuclear power outside the Non-Proliferation Treaty (NPT) regime, yet with a record of nuclear restraint, will be heard in the non-proliferation discussions at Hiroshima.
  • India’s heft as a developing power and its G-20 presidency make it a significant participant in making the G-7 summit more inclusive.

2. Tracking SDG progress the Bhopal way

Topic: GS3 – Sustainable Development Goals.

Context:

  • Bhopal has become the first city in India to release a Voluntary Local Review (VLR) and join the global movement on localising the Sustainable Development Goals (SDGs).

Issue:

  • The VLR is a tool for cities to demonstrate their efforts in achieving equitable and sustainable transformations aligned with the SDGs.
  • Cities play a crucial role in Agenda 2030, and at least 65% of the 169 targets cannot be achieved without the engagement of local urban stakeholders.
  • The VLR process allows flexibility for cities to choose their priorities and tell their stories within a framework of their choice.
  • Bhopal’s VLR, a collaboration between the Bhopal Municipal Corporation, UN-Habitat, and local stakeholders, maps 56 developmental projects to the SDGs across the pillars of people, planet, and prosperity.
  • Bhopal’s VLR highlights its achievements in solid waste management, public transportation, and open spaces but also identifies areas that require more attention, such as adequate shelter, air pollution, city planning capacity, and accessibility of open spaces.
  • A VLR does not have to be limited to local governments; any city-level stakeholder can initiate it as long as it is done within the framework of Agenda 2030.
  • Other examples of cities publishing VLRs include Canterbury (United Kingdom), Dhulikhel (Nepal), Singra (Bangladesh), and Amman (Jordan).
  • It is an opportunity for Indian cities to showcase their urban innovations and collaborations on a global platform, and it is hoped that more cities will follow Bhopal’s lead.

Tracking SDG goals India:

India has established a comprehensive framework to track progress towards the Sustainable Development Goals (SDGs). Here are the key elements of this framework:

  • National Indicator Framework: India has developed a set of indicators aligned with each SDG target to monitor progress at the national level. These indicators cover various sectors and dimensions relevant to the goals.
  • Data Collection and Reporting: The government, in collaboration with various agencies and stakeholders, collects data related to the SDG indicators. This includes data from national surveys, administrative records, and specialized studies. The data is analyzed, aggregated, and reported periodically.
  • National Voluntary Reviews (NVRs): India presents National Voluntary Reviews at the United Nations High-Level Political Forum on Sustainable Development to share its progress and experiences in implementing the SDGs. These reviews provide a platform for sharing best practices, challenges, and lessons learned.
  • Government Coordination: The NITI Aayog, India’s premier policy think tank, is responsible for coordinating SDG implementation efforts across government ministries and departments. It works closely with state governments and other stakeholders to ensure coherence and collaboration.
  • Mid-Term and Long-Term Reviews: Periodic reviews and assessments are conducted to evaluate progress, identify gaps, and make necessary course corrections. These reviews help in refining policies, programs, and interventions to accelerate progress towards the SDGs.

Significance of SDG for India:

  • Aligning with the SDGs allows India to address its own development challenges in a holistic and sustainable manner.
  • SDG implementation helps India in addressing poverty, inequality, and social and economic disparities within the country.
  • Pursuing the SDGs can contribute to inclusive growth, job creation, and economic development, benefiting various sectors and industries.
  • The SDGs emphasise the importance of environmental sustainability, promoting initiatives for clean energy, climate action, and conservation in India.
  • Implementing the SDGs can improve health outcomes, education quality, and access to basic services, leading to an enhanced quality of life for Indian citizens.
  • The SDGs emphasise gender equality, promoting women’s empowerment and reducing gender disparities in various aspects of society.
  • Adopting the SDGs enhances India’s global standing and fosters international cooperation, partnerships, and knowledge sharing for sustainable development.
  • Achieving the SDGs can attract investment, boost innovation, and create opportunities for Indian businesses and entrepreneurs.
  • SDG implementation contributes to good governance, transparency, and accountability, ensuring effective utilisation of resources and delivery of public services.Everything You Need To Know About 20 May 2023 : The Hindu Editorial
