1. India’s mining policy shift
Topic: GS3 – mineral exploration.
Context:
- The Mines and Minerals (Development and Regulation) Amendment Bill, 2023, was passed by Parliament to attract private sector investment in the exploration of critical and deep-seated minerals in India.
What is in the news?
- The Bill includes six minerals, including lithium, in the list of “critical and strategic” minerals, which were previously restricted to government-owned entities.
- India is highly dependent on imports for a majority of critical minerals, such as lithium, cobalt, nickel, niobium, beryllium, and tantalum.
- Private sector participation in mineral exploration is vital as it can accelerate the pace of exploration and help in securing supply-chain resilience for critical minerals.
- The Mines and Minerals Bill 2023 aims to encourage private players by allowing them to participate in the exploration of critical minerals through competitive bidding for exploration licences.
- However, the Bill’s proposals have some potential issues, including uncertainty in revenue generation for private explorers and the complexity of auctioning exploration licences for minerals yet to be discovered.
2. Mediation Bill passed in LS; it aims to set up a council

Context:
- Lok Sabha passed the Mediation Bill, 2023 on Monday.
- The Bill aims to reduce the time to complete mediation proceedings to 180 days.
- The Rajya Sabha had already passed the Bill on August 1.
- The Mediation Bill establishes a Mediation Council of India as a neutral third party.
About Mediation Bill, 2023:
- The bill aims to promote and facilitate mediation as a means of resolving disputes, both civil and commercial.
- Here are some of the key features of the Mediation Bill, 2023:
- It establishes a Mediation Council of India to register mediators and accredit mediation service providers.
- It sets out the process for mediation, which is voluntary and confidential.
- It provides for the enforcement of mediated settlement agreements.
- It mandates the parties to attempt to settle a civil or commercial dispute through mediation before approaching a court or tribunal.
- It reduces the maximum time for completion of mediation proceedings to 180 days, which can be extended to further 180 days, at the application of the parties.
- The Mediation Bill, 2023 is a significant step forward for the mediation process in India. The bill is expected to promote mediation as a more accessible and affordable alternative to litigation. It is also expected to reduce the backlog of cases in the Indian courts.
3. Amid concerns, Lok Sabha passes Digital Personal Data Protection Bill

Context:
- The Lok Sabha passed the Digital Personal Data Protection Bill, 2023 by voice vote on Monday.
- The Bill sets requirements for online data collection by companies, with exceptions for government and law enforcement agencies.
- It also amends the Right to Information Act, 2005 to remove public interest exemptions on disclosing personal information.
- The Bill is now headed to the Rajya Sabha for further consideration.

4. Lok Sabha passes Pharmacy (Amendment) Bill, 2023
Topic: GS2 – Indian polity
Context:
- The Lok Sabha passed the Pharmacy (Amendment) Bill, 2023 on Monday.
- The Bill amends the Pharmacy Act, 1948, which governs the practice and profession of pharmacy in India.
More about the news:
- Registration under the Pharmacy Act, 1948 is mandatory to practice pharmacy in the country.
- The Bill introduces a new Section 32C, which provides a special provision for persons registered or qualified under the Jammu and Kashmir Pharmacy Act, 2011.
- Union Health Minister Mansukh Mandaviya emphasized India’s commitment to drug security while speaking about the Bill.
Key features of Pharmacy (Amendment) Bill, 2023:
- Establishment of a Pharmacy Council of India:The bill establishes a Pharmacy Council of India, which will be responsible for regulating the practice and profession of pharmacy in India. The council will be composed of representatives from the government, pharmacists, and other stakeholders.
- Power to the Pharmacy Council of India to make regulations:The bill gives the Pharmacy Council of India the power to make regulations to carry out the provisions of the Act. This includes regulations on the registration of pharmacists, the establishment and maintenance of pharmacy schools and colleges, and the sale and distribution of drugs.
- Penalty for wrongful registration:Â The bill increases the penalty for wrongful registration of a pharmacist from Rs. 100 to Rs. 10,000.
Here are some of the benefits of the Pharmacy (Amendment) Bill, 2023:
- It will help to improve the quality of pharmacy education and training in India.
- It will help to ensure that pharmacists are qualified and competent to practice.
- It will help to protect the public from unqualified and incompetent pharmacists.
- It will help to improve the quality of pharmaceutical care in India.
- It will help to regulate the sale and distribution of drugs in India.
5. Exercise Malabar to be held from August 11-21
Topic: GS2 – International relations.
Context:
- The 31st edition of the Malabar multilateral exercise will be held from August 11 to 21.
More information about the news:
- Participating countries include India, Australia, Japan, and the U.S.
- This year, Australia will host the exercise for the first time.
- India has also been invited to the Sea Power conference hosted by Australia from November 7 to 9, and it is likely to attend.
- Exercise Malabar will be followed by AUSINDEX, the India-Australia bilateral naval exercise.
- Malabar is considered the most complicated naval exercise conducted by India.
6. Rajya Sabha passes Delhi services Bill
Topic: GS2 – Indian polity
Context:
- The Delhi services Bill was approved by the Rajya Sabha.
About Delhi services Bill:
- The bill gives the central government control over the appointment, transfer, and posting of all bureaucrats in the Delhi government, except those in the police, public order, and land departments.
- The bill requires the Delhi government to consult the central government before making any appointments, transfers, or postings of bureaucrats.
- The bill gives the central government the power to initiate disciplinary proceedings against bureaucrats in the Delhi government.
- The bill makes it an offence for any person to interfere with the exercise of powers by the central government under the bill.
Concerns raised:
- The bill has been criticized by the Aam Aadmi Party (AAP), which is the ruling party in Delhi. The AAP has argued that the bill is unconstitutional and that it will undermine the authority of the Delhi government. The AAP has also argued that the bill will lead to corruption and inefficiency in the Delhi government.
- The central government has defended the bill, arguing that it is necessary to ensure that the Delhi government is not able to misuse its power over bureaucrats. The central government has also argued that the bill will improve the efficiency and effectiveness of the Delhi government.
