Q1) The recent incident of ragging in a university has again brought the focus to this prevailing issue. What could be the possible reasons and suggest some measures to curb this menace.

Ragging is defined as an act that involves an activity violating the dignity of a student. Ragging is done in the name of fresher’s welcome i.e shows that what extent a person or human imagination can fall to prove his supremacy. Crime committed in the form of ragging is destroying student life. It started with a very light joke and turned into a frightening form over time.
Reasons for ragging:
- The practice of ragging had come in India even before independence. This was done in English and Army colleges only as a joke. Till the year 1960, it did not involve any kind of violence etc. This was done with great decency and jokes. It increased over time and in the year 1980, due to the increasing influence of the media, it also started appearing in the form of violent tendencies among the students.
- It gives a sense of authority to the senior students and their morale increases. Hence, they prefer to give orders considering themselves superior. The aggrieved student fulfils the orders of the regressor student. It results in his/her morale increasing even more and he/she starts thinking of himself/herself as high.
- Vengeance is one of the major reasons for carrying out ragging. This means that the students themselves who are victims of ragging do it with their juniors. They take revenge for the excesses done to them by their juniors. They compel them to perform everything they suffered. Apart from this, ragged students also take out their personal anger through ragging. They fulfil all their desires through it.
How to deal with the menace?
- There should be periodic attempts to break this cycle of abuse and silence.
- Anti-Ragging Committee must be set up in all institutions and strict action should be taken against students found guilty of ragging.
- Anti-ragging vigilance should be stepped up on campus, with the Anti-Ragging Squad making midnight visits to hostels to rescue victims and identify perpetrators.
- Ragging should be identified for what it is. It is not a culture confined to educational institutions, where students enact initiation rites in ‘protected’ spaces. Fundamentally, it is a perversion of power, the same kind of sadistic violence that is publicly or privately manifested through bullying, sexual assault, domestic abuse, rape, torture, or lynching. Only then we would be able to tackle the problem and find viable solutions.
- Such violence must be addressed by society as a whole, in terms of the human right to dignity, safety and freedom from assault.
- As civil rights and gender activists have shown, institutional spaces are answerable to justice and law. Failing to safeguard them is to fail ourselves.
- Recommendations of Raghavan committee should be strictly implemented along with the UGC guidelines.
Ragging is a disgraceful practice wherein the senior students get easy targets to satiate their own wicked sadistic pleasures. This inhuman practice should be stopped before more and more innocent students become victim of it and more and more educational institutes are degraded by it.
