1. Exports dip again; trade deficit hits 5-month high

India’s merchandise exports decreased by 10.3% to $34.98 billion in May, marking the sixth decline in the last eight months.

Imports contracted at a slower rate of 6.6% to $57.1 billion, resulting in a trade deficit of $22.1 billion, the highest in five months.

While the decline in exports was lower than April’s 12.6% fall, May’s exports were only 0.8% higher than the six-month low recorded in April.

This is the first time since December 2022 that the goods trade deficit has crossed the $20 billion mark.

The Commerce Ministry attributes the decline in export growth to geopolitical tensions and recessionary fears caused by monetary tightening, leading to reduced consumer spending in advanced nations.

The Ministry expects a demand revival from July-August 2023, citing the World Trade Organisation’s upward revision in global trade growth forecast for the year.

NIRF Ranking Methodology: The NIRF ranks institutes based on five indicators: Teaching, Learning & Resources; Research and Professional Practice; Graduation Outcomes; Outreach and Inclusivity; and Perception. These indicators determine the overall score of an institution.

Emphasis on Bibliometrics: The NIRF places significant emphasis on bibliometric indicators, such as the number of research papers published, citations received, and impact factors of journals. Critics argue that relying solely on bibliometrics may not provide a comprehensive assessment of research output and scientific performance.

Limitations of Bibliometrics: Science policy experts caution against over-reliance on bibliometrics. They argue that it doesn’t capture the nuances and complexities of scientific performance and that a more comprehensive evaluation methodology is needed. The use of bibliometrics can also lead to practices like self-citation manipulation to inflate rankings.

Lack of Transparency: While the NIRF shares its methodology publicly, experts suggest that there should be more transparency in the data collection process, sources used, and how the data becomes the basis for the rankings. The NIRF’s reliance on commercial databases like Scopus and Web of Science raises concerns about accuracy and potential misuse.

Narrow Focus and Disparity: The NIRF’s publication-metrics indicator predominantly considers research articles, which may disadvantage other forms of intellectual contributions like books, book chapters, and non-traditional outputs. This could incentivize researchers to prioritize publishing in international journals, potentially overlooking work that addresses national or local issues.

Unhealthy Competition: The emphasis on rankings can lead to unhealthy competition among universities, where metrics become the primary focus instead of the pursuit of excellence in education and research. This can create a culture that prioritizes rankings over the true purpose of higher education institutions.

3. BIMSTEC to adopt Bangkok Vision 2030 at next summit

The BIMSTEC summit, scheduled to be held at the end of this year, will adopt the Bangkok Vision 2030 as an overarching document to guide the organization.

A marine transport cooperation agreement is expected to be concluded at the summit.

Thailand, as the current chair of BIMSTEC, has focused on enhancing regional inter-connectedness, involving all stakeholders, and strengthening BIMSTEC’s internal capabilities.

An eminent group of individuals has been established to monitor progress in all seven sectors of BIMSTEC.

BIMSTEC is a regional grouping consisting of Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand.

4. Open market sales of foodgrains stopped to contain inflation: Centre
