1. India gets new Parliament House; PM says its symbol of aspirations

GS 2 – Polity

Context:

  • PM Narendra Modi inaugurated India’s new Parliament building on 28th May 2023.
  • He called it a symbol of the “aspirations” of 140 crore citizens that will drive India in the next 25 years towards its goal of becoming a “developed country” by the 100th anniversary of its Independence.

The Ceremony:

  • The inauguration was conducted in two phases. In the morning, Mr. Modi he offered floral tributes to the Mahatma Gandhi statue with the Lok Sabha Speaker Om Birla.
  • Then, after prostrating before the Sengol, he sought blessings from the high priests of various adheenams in Tamil Nadu with the sceptre in hand.
  • He then carried the Sengol in a procession to the new Parliament building and installed it in a special enclosure on the right side of the Speaker’s chair in the Lok Sabha chamber.

Opposition boycott

  • MPs from 22 Opposition parties were absent, calling it an event for self glorification.
  • President Droupadi Murmu and Vice-President Jagdeep Dhankhar were not invited to the event. Ms. Murmu’s absence triggered a controversy and led to the boycott by the Opposition parties.

2. Shrinking snow continues to haunt Himachal Pradesh

GS 3 – Environment

Context:

  • The mean maximum and minimum average temperature is on the rise in the Himalayan region.
  • The trend of gradual reduction in snow cover in ecologically fragile Himachal Pradesh continues.

Reasons for the shrinking snow:

  • Inconsistent Snowfall: In the past decade, Himachal Pradesh has been witnessing an erratic, inconsistent, and decreasing trend of snowfall.
  • Climate Change: besides a shift in the pattern of snowfall and precipitation, triggered by climate change.

Problems:

  • Impact on Hydropower: This could have a devastating impact on hydropower and infrastructure.
  • It will impact livelihood, water sources, people, livestock, forests, farms.
  • The latest scientific report conducted jointly by the Himachal Pradesh’s State Centre on Climate Change (HIMCOSTE) and Geo-Sciences, Hydrology, Cryosphere Sciences and Applications Group (GHCAG) and Space Applications Centre (SAC-ISRO) reveals that in the 2022-23 winter period (October-April), there was an overall reduction of about 14.05 % in the total area under snow cover in Himachal Pradesh in comparison to 2021-22.
  • Given the importance of seasonal snow cover as a major input in controlling the hydrology of the river basins, seasonal snow cover assessment in terms of its spatial distribution was carried out in different river basins during the winter season of 2022-23 from October to April. The total area under snow cover was estimated using Advanced Wide Field Sensor (AWIFS) satellite data during 2022-23.
  • About one-third of the total geographical area of the State remains under thick snow cover during the winter season. Most of the major rivers like Chenab, Beas, Parvati, Baspa, Spiti, Ravi, Satluj, and their perennial tributaries originating from the Himalayas, depend upon the seasonal snow cover for their discharge dependability.
  • However, during the peak winter months (December-February), all four basins — Chenab, Beas, Ravi and Satluj had negative trends in comparison to the last winter period.
