1. Farmer Welfare Scheme.

Topic: GS3 – Agriculture sector

Context:

  • Five major schemes launched by the Government in the last four years for agricultural development.
  • Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Scheme:
  1. Implemented from 1st December 2018.
  2. Aims to provide income support to all landholding farmers’ families across the country.
  3. Provides a payment of Rs. 6000 per year in three 4-monthly installments of Rs. 2000 directly to the eligible farmers’ bank accounts through Direct Benefit Transfer mode.
  • Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs):
  1. Central Sector Scheme launched in the year 2020.
  2. Aims to form and promote 10,000 Farmer Producer Organizations through Implementing Agencies (IAs) and Cluster Based Business Organizations (CBBOs).
  3. Provides professional handholding support to FPOs for 5 years, including business plan preparation and execution, to enhance marketing opportunities and market linkages.
  • Agriculture Infrastructure Fund (AIF):
  1. Launched under Aatmanirbhar Bharat Abhiyan.
  2. A Rs. 1 lakh crore fund to address infrastructure gaps and mobilize investment in agriculture infrastructure.
  3. Offers medium to long-term debt financing for viable post-harvest management infrastructure and community farming assets through interest subvention and credit guarantee support.
  • National Mission on Edible Oil-Oil Palm (NMEO-OP):
  1. Centrally Sponsored Scheme to promote oil palm cultivation and achieve self-reliance in edible oils.
  2. Focuses on North-Eastern States and A&N Islands.
  • National Beekeeping & Honey Mission (NBHM):
  1. Launched under AtmaNirbhar Bharat Abhiyan in 2020.
  2. Aims to promote scientific beekeeping and the development of the beekeeping sector.
  3. Aims to achieve the goal of a “Sweet Revolution.”

2. Roadmap to making India a $5 trillion economy

Topic: GS3 – Indian economy

  • The Government’s roadmap for making India a $5 trillion economy includes:
  1. Focusing on growth at the macro level and complementing it with all-inclusive welfare at the micro level.
  2. Promoting digital economy and fintech.
  3. Emphasizing technology-enabled development.
  4. Encouraging energy transition and climate action.
  5. Relying on a virtuous cycle of investment and growth.
  • The roadmap was put into effect in 2014.
  • Major reforms implemented include:
  1. Goods and Services Tax (GST).
  2. Insolvency and Bankruptcy Code (IBC).
  3. Significant reduction in the corporate tax rate.
  4. Make in India and Start-up India strategies.
  5. Production Linked Incentive Schemes.
  • The Government adopted a capex-led growth strategy to support economic growth and attract private sector investment.
  • Central Government’s capital expenditure increased from 2.15% of GDP in 2020-21 to 2.7% of GDP in 2022-23.
  • The Union Budget 2023-24 has further increased the capital investment outlay by 33% to ₹10 lakh crore (3.3% of GDP).
  • Direct capital investment by the Centre is complemented by Grants-in-Aid to States for creating capital assets.
  • The ‘Effective Capital Expenditure’ of the Centre for 2023-24 is budgeted at 13.7 lakh crore (4.5% of GDP).
  • The government’s efforts are expected to crowd in private investment and propel economic growth.

3. PROPERTY CARDS ISSUED UNDER SVAMITVA.

Topic: GS2 – Government initiatives.

About SVAMITVA scheme:

  • SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) is a scheme implemented by the Government of India.
  • The scheme aims to provide an integrated property validation solution in rural areas, primarily for rural households.
  • It facilitates the issuance of property cards to individual rural property owners.
  • The scheme uses drones and modern surveying technology for mapping and surveying land parcels in villages.
  • It helps in creating accurate land records and resolving property-related disputes.
  • The property cards provided under the scheme are considered legal proof of ownership and can be used for availing various benefits and services.

SVAMITVA scheme implementation faced several challenges, including:

  • Availability of sufficient Drones for mapping and surveying purposes.
  • Delay in providing sufficient number of Chuna Marked villages by States.
  • Insufficient trained manpower to carry out the scheme activities.
  • Extreme weather conditions in certain areas.
  • Difficult terrain in some States, affecting the progress of the scheme.
  • Delay in obtaining drone flying permission in areas around airports and international borders.

These issues were addressed through:

  • Regular monitoring of the scheme’s progress.
  • Intervention and coordination with line Departments and organizations involved.
  • Handholding and providing support to different stakeholders of the scheme.

4. IMPLEMENTATION OF PM-YASASVI SCHEME

Topic: GS2 – Government initiatives.

About PM-YASASVI SCHEME:

  • Ministry of Social Justice and Empowerment is implementing the PM Young Achievers Scholarship Award Scheme for Vibrant India (PM-YASASVI).
  • The scheme is an umbrella scheme that targets OBC (Other Backward Classes) and other eligible candidates.
  • PM-YASASVI aims to provide scholarships to deserving and talented young achievers to support their education and career aspirations.
  • The scholarships are awarded to students who have demonstrated excellence in academics, sports, or other extra-curricular activities.
  • The scheme aims to empower and uplift the youth from marginalized communities and provide them with opportunities for growth and success.

5. Transgender Persons (Protection of Rights) Act, 2029 provides for inclusive education.

Topic: GS2 – Government initiatives.

Initiatives taken for safeguarding transgender community:

  • The Transgender Persons (Protection of Rights) Act 2019, section 13 mandates inclusive education and opportunities for sports, recreation, and leisure activities for transgender persons in all educational institutions funded or recognized by the appropriate Government, without discrimination.
  • The National Education Policy (NEP) 2020, implemented by the Department of School Education, aims for equitable and inclusive education, ensuring no child is left behind due to socio-cultural identities.
  • NEP 2020 identifies transgender children as Socio-Economically Disadvantaged Groups (SEDGs) and provides equitable quality education for them.
  • The Samagra Shiksha program includes the NISHTHA training program, which covers gender dimensions in teaching and learning processes, creating a gender-sensitive classroom environment.
  • Teachers are trained on counseling, POCSO Act, Juvenile Justice Act, school safety guidelines, and helpline numbers.
  • NCERT has developed material and training modules for teachers on gender-related issues, including concerns related to transgender children. They are trained with an all-inclusive approach to gender sensitization.
