      • The Association for Computing Machinery (ACM) released a statement on ‘Principles for Responsible Algorithmic Systems’ in October 2022, addressing concerns about AI systems.

Issue:

Potential and Dangers of Artificial Intelligence (AI)

      • AI systems demonstrate superhuman performance in narrow tasks but struggle with more general or ill-defined tasks that require common sense reasoning.

      • Artificial General Intelligence (AGI) refers to intelligence that is not limited or narrow, but efforts towards building AGI are yet to be credible.

      • Potential dangers of AI include the risk of superintelligent AI converting humans to slaves, malicious humans misusing AI tools, and the unintentional harm caused by highly capable and inscrutable AI systems.

      • There are concerns about AI perpetuating biases, violating privacy rights, and the lack of public oversight in the development and deployment of AI systems.

      • Effective regulation of AI systems is necessary to address these concerns and ensure responsible and fair use of AI technology.

Artificial Intelligence and India:

      • India needs to increase awareness, conduct evaluations, establish checks and balances, and have discussions to make AI systems responsible, fair, and just for Indian society.

3. The push for a uniform civil code should not become a divisive tool.

Topic: GS2 – Indian polity.

Context:

      • The Law Commission’s decision to seek public views on a uniform civil code is seen as a political move ahead of the general election.

Issue:

      • The previous Law Commission (21st Commission) released a consultation paper in 2018 stating that a uniform civil code was not necessary or desirable at that time.

      • The focus should be on eliminating discrimination in personal laws rather than imposing uniformity across religions, as stated in the progressive document released by the 21st Commission.

      • The question of whether a uniform civil code would impinge on freedom of religion has been part of the debate, with fears among minorities that their religious beliefs may be undermined.

      • Basic reforms like setting the marriageable age at 18 for all and introducing a ‘no-fault’ divorce procedure can be prioritized across communities.

      • Incorporating universal principles of equality and non-discrimination within each community’s laws should be a desirable step, eliminating practices based on taboos and stereotypes.

4. UNESCO must act on nations exiting, re-entering on frivolous grounds

      • The United States has announced its decision to rejoin UNESCO, the United Nations Educational, Scientific and Cultural Organization.

      • The Trump administration had withdrawn from UNESCO in 2017 following the cessation of funding by the Obama administration in 2011.

Issue:

      • The U.S. cited China as the reason for its return to UNESCO, expressing concern about China’s increasing influence in setting rules around artificial intelligence and related technological shifts.

      • The move marks a departure from the “America First” policies of the Trump administration, which often led to the U.S. exiting multilateral treaties and organizations.

      • Unlike the previous withdrawal from UNESCO, which was attributed to perceived “anti-Israel bias,” the re-entry is seen as a reflection of growing U.S. concerns about China.

      • The U.S. has also reversed its decisions to withdraw from funding the World Health Organization (WHO) and the Paris Agreement under President Joe Biden’s administration.

      • The re-entry into UNESCO is seen as a response to the evolving landscape of AI development, where China’s growing population, extensive patents, and research publications give it a competitive advantage.

      • It is suggested that UNESCO should take a stricter approach towards countries exiting and entering the organization on frivolous grounds, while also developing policies and research that address the challenges of a hyper-connected world.

      • The United States is expected to bring outstanding dues of at least $600 million to UNESCO.
