3. ‘UDYAMI BHARAT – MSME DAY’ to be celebrated at Vigyan Bhawan on 27th JUNE, 2023.

Topic: GS3 – MSME sector.

Context:

  • The Ministry of MSME celebrated ‘Udyami Bharat-MSME Day’ on June 27, 2023, at Vigyan Bhawan in New Delhi, on the occasion of International MSME Day.

Significance of MSME to Indian economy:

  • Contribution to GDP: MSMEs contribute around 30% to India’s GDP. This is a significant contribution, considering that MSMEs account for only about 40% of the total number of enterprises in the country.
  • Contribution to employment: MSMEs also employ a large number of people. According to the National Sample Survey Office (NSSO), MSMEs employ around 111 million people, which is about 40% of the total workforce in the country.
  • Contribution to exports: MSMEs also contribute significantly to India’s exports. In 2022-23, MSMEs exported goods worth around $150 billion, which is about 40% of India’s total exports.

In addition to their contribution to GDP, employment, and exports, MSMEs also play a number of other important roles in the Indian economy.

  • Provide a wide range of goods and services to consumers and businesses.
  • Promote innovation and entrepreneurship.
  • Help to develop rural and backward areas.
  • Generate tax revenue for the government.

However, there are several challenges that plague the growth of MSME sector in India:

  • Access to finance: MSMEs often face difficulty in accessing finance, as banks are reluctant to lend to them due to their perceived higher risk.
  • Lack of infrastructure: MSMEs often face challenges in terms of infrastructure, such as poor roads, electricity, and water supply.
  • Competition from large businesses: MSMEs often face competition from large businesses, which have more resources and can offer lower prices.
  • Regulatory compliance: MSMEs often find it difficult to comply with government regulations, which can be costly and time-consuming.

Initiatives taken by Indian government for improvement of MSME sector:

  • Financial assistance:The government provides financial assistance to MSMEs through a number of schemes, such as the Prime Minister’s Employment Generation Programme (PMEGP), the Credit Guarantee Scheme for Micro and Small Enterprises (CGTMSE), and the Micro Units Development and Refinance Agency (MUDRA) Bank.
  • Infrastructure support:The government provides infrastructure support to MSMEs through a number of schemes, such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the Pradhan Mantri Rojgar Sehat Scheme (PMRSS).
  • Rising and Accelerating MSME Performance (RAMP) programme:This programme was launched in 2022 with an outlay of Rs 6,000 crore. The goal of the RAMP programme is to help MSMEs improve their performance in terms of productivity, profitability, and competitiveness.
  • Empowering Micro and Small Enterprises (EMPOWER) programme: This programme was launched in 2022 with an outlay of Rs 2,500 crore. The goal of the EMPOWER programme is to help MSMEs access finance, technology, and market opportunities.
  • National Manufacturing Competitiveness Programme (NMCP): The goal of the NMCP is to help MSMEs become more competitive in the global market.
  • Udyog Aadhaar Memorandum (UAM):This is a digital platform that was launched in 2016 to help MSMEs register and file their returns with the government. The UAM platform has simplified the regulatory compliance process for MSMEs.
  • e-Shram portal: This is a digital platform that was launched in 2020 to help informal workers register and access government schemes. The e-Shram portal has helped to improve the social security of informal workers, including MSMEs workers.
