1. GDP expanded 6.1% in 2022-23’s last quarter

Topic: GS3 – Indian economy.

Context:

      • India’s GDP growth accelerated to 6.1% in the January to March 2023 quarter, leading to an overall expansion of 7.2% in the fiscal year 2022-23.

Issue:

      • Gross Value Added (GVA) in the economy rose by 7% in 2022-23, compared to 8.8% in the previous fiscal year.

      • Manufacturing GVA growth significantly declined to 1.3% from 11.1% in the previous year, despite a 4.5% rebound in the final quarter after six months of contraction.

      • The agricultural sector experienced a growth of 4% in GVA, up from 3.5% in the previous year.

      • The financial, real estate, and professional services sectors witnessed GVA growth of 7.1%, compared to 4.7% in the previous year.

      • The trade, hotels, transport, communication sectors, and services related to broadcasting saw GVA growth of 14%, slightly higher than the previous year.

      • The National Statistical Office (NSO) revised GDP and GVA numbers lower for the first half of the previous year but slightly increased the figures for the third quarter.

      • The first quarter of 2022-23 recorded GDP growth of 13.1%, followed by 6.2% in the second quarter and 4.5% in the third quarter.

      • In terms of GVA, the final quarter of 2022-23 had a three-quarter high of 6.5%.

2. Amend law to make necrophilia an offence, says HC.

Topic: GS2 – Indian polity.

Context:

      • The High Court of Karnataka has recommended that the Indian Penal Code (IPC) be amended to include necrophilia as an offence under the definition of unnatural sex or introduce a new provision to make it a separate offence.

Issue:

      • The court noted that in the UK, Canada, New Zealand, and South Africa, necrophilia is considered an offence, but India lacks specific legislation to protect the dignity and rights of the deceased.

      • The recommendation came in a case where a man was convicted of murder but acquitted of rape for sexually assaulting the body of a deceased woman. The court ruled that the act could not be termed as rape under existing sections of the IPC.

      • The court called for the installation of CCTV cameras in mortuaries, regular cleaning of facilities, sensitization of mortuary staff, and adherence to guidelines for the management of bodies to ensure their dignity and prevent offences against the deceased, particularly women.

      • The court also emphasized the need for privacy in postmortem rooms and the provision of basic infrastructure as per the Indian Public Health Standard guidelines for district hospitals.

3. China’s military diplomacy in Southeast Asia.

Topic: GS2 – International relations.

Context:

      • China’s People’s Liberation Army (PLA) is expanding its military outreach to Southeast Asian countries as part of its broader reform process and foreign policy objectives.

Issue:

      • Recent activities include bilateral military exercises with Laos, Cambodia, and Singapore, focusing on interoperability, counterterrorism, and humanitarian aid operations.

      • These military exercises are part of Chinese President Xi Jinping’s Global Security Initiative (GSI) and aim to strengthen defence diplomacy and counter the expanding U.S. military engagement in the Asia-Pacific region.

      • The ASEAN countries’ response to the GSI varies, with some showing confidence and welcoming Chinese investments, while others remain cautious and sceptical.

      • The Philippines’ increasing proximity to the U.S., including granting access to military bases, is a concern for China and has led to warnings and military exercises aimed at influencing the Philippines’ stance.

      • China is likely to pursue both aggressive military posturing and diplomacy in Southeast Asia to defend its claims and interests in the region but needs to prove its capability to exercise restraint and comply with the South China Sea Code of Conduct to gain ASEAN’s confidence.

4. Nepal’s PM to hold talks with Modi today, likely to sign pacts on energy, trade

Topic: GS2 – International relations.

Context:

      • Nepalese Prime Minister Pushpa Kamal Dahal ‘Prachanda’ is on a four-day visit to India.

Issue:

      • Mr. Prachanda highlighted the improvement in Nepal’s economic condition under his government, including increased foreign currency reserves and remittances from Nepalese citizens abroad.

      • Several agreements will be signed between Nepal and India during the visit.

      • The focus of the visit is on strengthening business ties, employment, and investment between the two countries.

      • The Nepalese leader is accompanied by a large delegation, including the Finance Minister and Foreign Minister.

      • The visit includes meetings with Indian business leaders and an official meeting with Prime Minister Narendra Modi.

      • The discussions may cover energy projects, particularly hydropower projects, as well as cultural ties between Nepal and India.

5. Cabinet nod for second phase of CITIIS programme.

Topic: GS3 – Sustainable development

Context:

      • The Union government has approved the second phase of the City Investments to Innovate, Integrate and Sustain (CITIIS) project.

Issue:

      • CITIIS 2.0 is a programme under the Smart Cities Mission and aims to promote integrated waste management and climate-oriented reform actions.

      • The project will be implemented in 18 cities selected through a competition.

      • The programme will support projects focused on circular economy and integrated waste management at the city level, climate-oriented reform actions at the State level, and institutional strengthening and knowledge dissemination at the national level.

      • CITIES 2.0 will span over four years from 2023-2027 and is implemented in partnership with the French Development Agency (AFD), Kreditanstalt für Wiederaufbau (KfW), the European Union (EU), and the National Institute of Urban Affairs (NIUA).

      • The funding for CITIIS 2.0 includes a loan of ₹1,760 crore from AFD and KfW, split equally, and a technical assistance grant of ₹106 crore from the European Union.

      • The project has three major components: financial and technical support for climate resilience projects in up to 18 smart cities, and interventions for climate governance at the centre, state, and city levels.

6. World’s largest grain storage plan: Centre to implement pilot project in 10 districts.

Topic: GS3 – Agriculture, Food security.

Context:

      • The Union Cabinet has approved the constitution and empowerment of an Inter-Ministerial Committee (IMC) for the implementation of the world’s largest grain storage plan in the cooperative sector.

Issue:

      • The IMC will facilitate the convergence of various schemes of the Ministries of Agriculture and Farmers Welfare, Consumer Affairs, Food and Public Distribution, and Food Processing Industries.

      • The Ministry of Cooperation will implement a pilot project in at least 10 selected districts of different states to ensure timely and uniform implementation of the plan.

      • The committee, chaired by Cooperation and Home Minister Amit Shah, will provide guidelines for the creation of infrastructure such as godowns at selected Primary Agricultural Credit Societies (PACS).

      • The plan will utilize the available outlays provided under the identified schemes of the respective ministries.

      • The initiative aims to address the lack of agricultural storage capacity, reduce food grain wastage, and ensure that farmers receive fair prices for their crops.

      • Farmers will be able to sell their crops to PACS, receive advance payment at the Minimum Support Price (MSP), and receive the balance after the PACS sells the food grains in the market.

7. India joins global laboratory network for vaccine tests.

Topic: GS2 – International collaboration.

Context:

      • India has joined the Centralised Laboratory Network (CLN) as part of the Coalition for Epidemic Preparedness Innovations (CEPI).

Issue:

      • CLN is a global network consisting of 15 partner facilities in 13 countries.

      • The network focuses on testing vaccines that can be used during pandemics and epidemic disease outbreaks.

      • CLN has standardised methods and materials for testing and aims to identify the most promising vaccine candidates against emerging infectious diseases.

      • The expansion of the network supports sustainable regional outbreak preparedness infrastructure.

      • The CLN is funded by CEPI, an organization dedicated to accelerating the development of vaccines against emerging infectious diseases.

8. UAE withdraws from U.S.-led maritime coalition in the Gulf

Topic: GS2 – International relations.

Context:

      • The United Arab Emirates (UAE) has withdrawn from the U.S.-led Combined Maritime Forces (CMF), a 38-nation maritime coalition.

Issue:

      • The UAE’s withdrawal from the CMF was announced two months ago without specific reasons provided.

      • The CMF, headquartered in Bahrain, was established in 2001 and operates in the Gulf waters to secure vital trade routes for global oil transportation.

      • Despite the withdrawal, the UAE remains a partner nation of the CMF, according to Commander Timothy Hawkins, a spokesperson for the coalition.

      • Recent incidents, including the seizure of tankers by Iran and a drone attack on an Israeli-owned tanker, have increased tensions in the region.

      • In response to the escalating situation, the United States has deployed reinforcements to the Gulf to address the perceived threat from Iran.

9. Fiscal deficit narrows to 6.4%, meets target.

Topic: GS2 – Indian economy.

Context:

      • The Centre’s fiscal deficit for the financial year 2022-23 narrowed to 6.4% of the GDP, as anticipated by Finance Minister Nirmala Sitharaman in the Union Budget.

Issue:

      • The government aims to further reduce the fiscal deficit to 5.9% of the GDP in the financial year 2023-24.

      • The fiscal deficit in absolute terms for 2022-23 was ₹17,33,131 crore (provisional), slightly lower than the amount projected in the Revised Estimates.

      • The government received ₹24.56 lakh crore (101% of corresponding RE 2022-23) in total receipts during the year.

      • This includes ₹20.97 lakh crore of net tax revenue, ₹2.86 lakh crore of non-tax revenue, and ₹72,187 crore of non-debt capital receipts.

      • The Centre’s total expenditure for 2022-23 was ₹41.89 lakh crore (100% of corresponding RE 2022-23).
