1. Union Minister Dr Jitendra Singh says, there is adequate and sufficient insurance coverage offered for nuclear incidents in the country.

 Topic: GS3 – nuclear energy.

Insurance coverage for nuclear incidents in the country:

  • India has adequate and sufficient insurance coverage for nuclear incidents in the country.
  • The Civil Liability for Nuclear Damage (CLND) Act 2010 provides for civil liability and prompt compensation to victims of nuclear incidents through a no-fault liability regime.
  • The Act requires nuclear operators to maintain insurance or financial securities to cover their liability for nuclear incidents.
    1. The liability of the nuclear operator for each nuclear incident depends on the type of facility:
    2. Nuclear reactors with thermal power ≥10 MW: Rs. 1,500 crores
    3. Spent fuel reprocessing plants: Rs. 300 crores
    4. Research reactors with thermal power <10 MW, fuel cycle facilities, and nuclear material transportation: Rs. 100 crores
  • The India Nuclear Insurance Pool (INIP) was established in 2015 with a capacity of Rs. 1,500 crores to provide insurance coverage as per the CLND Act 2010, including addressing liability-related concerns of suppliers (domestic and foreign).
  • The Central Government may review the operator’s liability amount from time to time and specify a higher amount for compensation if deemed necessary.
  • India ratified the Convention for Supplementary Compensation (CSC) in 2016, which offers a two-tier system for compensation, including an international fund contributed by

2. New Cooperative sector Policy.

 Topic: GS3 – cooperative sector.

What is in the news?

  • A National level committee was constituted on September 2, 2022, under the chairmanship of Shri Suresh Prabhakar Prabhu.
  • The committee’s objective is to formulate the New National Cooperation Policy to achieve the vision of ‘Sahakar se Samriddhi.’
  • The new policy aims to promote a cooperative-based economic development model and strengthen the cooperative movement in India.

New Cooperative sector Policy:

  • The policy aims to promote the cooperative sector as a vibrant economic entity and a driver of growth.
  • It seeks to provide a level playing field for cooperatives and other forms of business entities.
  • The policy also proposes to strengthen the cooperative movement at the grassroots level.
  • Some of the specific measures proposed in the policy include:
    1. Providing financial assistance to cooperatives.
    2. Setting up a National Board for Cooperatives.
    3. Promoting the use of technology in the cooperative sector.
    4. Providing training and capacity building to cooperative members and staff.
  • The policy is expected to be a comprehensive document that will provide a roadmap for the development of the cooperative sector in India for the next 20 years.

3. SAMUDRAYAAN PROJECT.

Topic: GS3 – deep ocean exploration.

What is in the news?

  • The Deep Ocean Mission was launched on 7th September 2021 as a Central Sector Scheme of the Ministry of Earth Sciences, approved by the Cabinet.
  • One of the projects under the Deep Ocean Mission is Samudrayaan.

About Samudrayaan Project:

  • The Samudrayaan project is a mission to send a manned submersible vehicle to a depth of 6,000 meters under the ocean.
  • The project is being undertaken by the National Institute of Ocean Technology (NIOT) under the Ministry of Earth Sciences.
  • The manned submersible, called Matsya 6000, is being designed to withstand the extreme pressure and temperatures of the deep ocean. It will be equipped with a variety of scientific instruments, including cameras, sensors, and manipulators, to allow scientists to explore the ocean floor and collect data.
  • The Samudrayaan project is expected to be completed in 2024. Once it is operational, it will be used to explore the deep ocean for a variety of purposes, including:
    1. Understanding the geology and biology of the deep ocean.
    2. Exploring for mineral resources.
    3. Monitoring environmental changes.
    4. Testing new technologies.
  • The Samudrayaan project is a significant milestone in India’s ocean exploration program. It will allow Indian scientists to conduct cutting-edge research in the deep ocean and make important discoveries that will benefit the country and the world.

4. ACROSS SCHEME

Topic: GS2 – Government initiative.

Context:

  • ACROSS is a central sector scheme under the Ministry of Earth Sciences (MoES) related to atmospheric science programs.
  • The scheme encompasses various aspects of weather and climate prediction, including observational systems, meteorological data assimilation, process understanding, research and development of dynamical models, and forecast services.

About Across scheme:

  • The ACROSS scheme (Atmosphere & Climate Research-Modelling Observing Systems & Services) is a central sector scheme of the Ministry of Earth Sciences (MoES).
  • The scheme was launched in 2013 with the objective of strengthening India’s capabilities in atmospheric science and climate research.
  • The ACROSS scheme has eight sub-schemes, which are:
    1. Commissioning of Polarimetric Doppler Weather Radars (DWRs): This sub-scheme aims to commission 100 DWRs across the country to improve weather forecasting and warning systems.
    2. Upgradation of Forecast System: This sub-scheme aims to upgrade the existing weather forecasting system to improve its accuracy and reliability.
    3. Weather & Climate Services:This sub-scheme aims to provide weather and climate services to different stakeholders, such as farmers, fishermen, and disaster management agencies.
    4. Atmospheric Observations Network:This sub-scheme aims to strengthen the country’s atmospheric observations network by setting up new stations and upgrading existing stations.
    5. Numerical Modelling of Weather and Climate: This sub-scheme aims to develop and improve numerical models for weather and climate prediction.
    6. Monsoon Mission III: This sub-scheme aims to improve the understanding of the monsoon and its variability.
    7. Monsoon Convection, Clouds and Climate Change (MC4):This sub-scheme aims to improve the understanding of the interactions between monsoon convection, clouds, and climate change.
    8. High Performance Computing System (HPCS):This sub-scheme aims to establish a high performance computing system for atmospheric science and climate research.

5. Scheme for Development of Minority Communities.

Topic: GS2 – Government initiative.

Schemes for Minority Communities:

  • The Government implements various schemes for the welfare and upliftment of all sections of society, including minorities, through different ministries.
  • The Ministry of Minority Affairs specifically implements schemes for the socio-economic and educational empowerment of six centrally notified minority communities.
  • Educational Empowerment Schemes include Pre-Matric Scholarship Scheme, Post-Matric Scholarship Scheme, and Merit-cum-Means based Scholarship Scheme.
  • Employment and Economic Empowerment Schemes comprise Pradhan Mantri Virasat Ka Samvardhan (PMVIKAS) and the National Minorities Development and Finance Corporation (NMDFC) Scheme, which provides concessional loans to minorities.
  • Special Schemes include Jiyo Parsi, a scheme aimed at reversing the population decline of Parsis in India, and Qaumi Waqf Board Taraqqiati Scheme (QWBTS) and Shahari Waqf Sampatti Vikas Yojana (SWSVY).
  • Infrastructure Development Schemes encompass Pradhan Mantri Jan Vikas Karyakram (PMJVK).

6. OUTCOME OF SAGE PORTAL AND SACRED PORTAL.

Topic: GS2 – Government initiative.

Senior citizens population in India:

  • Census Report 2011 indicates that the population of senior citizens in India is 10.38 crore, accounting for 8.6% of the total population.

About Sage portal:

  • The SAGE portal (Seniorcare Ageing Growth Engine) is a government initiative launched by the Ministry of Social Justice and Empowerment in India.
  • The portal aims to provide a one-stop access” to credible start-ups offering elderly care products and services.
  • The SAGE portal was launched in June 2021. It is open to start-ups that offer products and services in the following areas:
    1. Health: This includes products and services related to healthcare, such as telemedicine, home healthcare, and eldercare homes.
    2. Housing: This includes products and services related to housing, such as assisted living facilities, retirement homes, and senior-friendly apartments.
    3. Care centers:This includes products and services related to care centers, such as day care centers, respite care centers, and dementia care centers.
    4. Technology: This includes products and services related to technology, such as remote monitoring devices, fall detection devices, and voice assistants.
    5. Financial services:This includes products and services related to financial services, such as insurance, pensions, and investment products.

About Sacret Portal:

  • The SACRED Portal (Senior Able Citizens for Re-Employment in Dignity) is an online employment exchange platform for senior citizens in India.
  • The portal was launched by the Ministry of Social Justice and Empowerment in 2022.
  • The SACRED Portal allows senior citizens to register their profiles and search for jobs.
  • The SACRED Portal is a valuable resource for senior citizens who are looking for employment. The portal provides a platform for senior citizens to connect with employers and find jobs that are a good fit for their skills and experience.
