4. Prime Minister lauds the efforts towards water conservation and increasing the ground water levels.

Topic: GS3 – water conservation.

Context:

  • Prime Minister Narendra Modi has commended the initiatives in Jhansi, Uttar Pradesh, aimed at water conservation and raising groundwater levels, emphasizing the significant contributions of public participation.

Some data about water scarcity and decreasing groundwater levels in India:

  • India is the world’s largest user of groundwater, extracting more than the United States and China put together.
  • Only 4% of the world’s freshwater resources are available in India, which is home to 17% of the world’s population.
  • About 60% of India’s irrigation is dependent on groundwater.
  • Groundwater depletion is a serious problem in India, with over 60% of the country’s districts experiencing falling groundwater levels.
  • India is categorized as a country with high water stress. According to the Composite Water Management Index (CWMI) report by NITI Aayog in, 21 major cities in India were expected to run out of groundwater by 2025.

Reasons for rapidly decreasing water levels:

  • Inefficient Irrigation: Widespread use of inefficient irrigation methods, like flood irrigation, leads to excessive water usage in agriculture.
  • Infrastructure Leaks: Aging and poorly maintained water infrastructure result in water leakage, wasting valuable resources.
  • Industrial Expansion: Industrialization places additional stress on water resources, particularly in water-intensive industries.
  • Inadequate Policies: Weak regulatory frameworks and inadequate enforcement of water laws allow uncontrolled groundwater extraction.
  • Saltwater Intrusion: In coastal areas, over-pumping of groundwater can lead to saltwater intrusion, rendering freshwater sources unusable.
  • Population Pressure: Rapid population growth increases the demand for water, straining available resources.
  • Land Use Changes: Alterations in land use, such as deforestation, can negatively impact groundwater recharge rates.
  • Limited recharge due to erratic rainfall
  • Lack of effective water management
  • Climate change-induced variations in rainfall.

Possible solutions:

  • Efficient Irrigation Techniques: Promote the use of drip and sprinkler irrigation systems to reduce water wastage in agriculture.
  • Rainwater Harvesting: Encourage rainwater harvesting at the household and community levels to recharge groundwater.
  • Regulation and Monitoring: Implement and enforce stricter regulations on groundwater extraction, with monitoring systems to ensure compliance.
  • Water Recycling: Invest in water recycling and reuse technologies, particularly in industries, to reduce freshwater demand.
  • Improved Infrastructure: Upgrade and maintain water supply and distribution infrastructure to minimize leaks and losses.
  • Aquifer Recharge: Invest in artificial aquifer recharge projects to replenish groundwater reservoirs.
  • Crop Selection: Encourage farmers to cultivate drought-resistant and water-efficient crop varieties to reduce agricultural water consumption.
  • Integrated Water Resource Management: Adopt comprehensive, integrated water resource management strategies that balance surface water and groundwater use.
  • Climate Resilience: Develop climate-resilient water management plans that account for changing rainfall patterns and increased variability.
  • Efficient Water Pricing: Implement pricing mechanisms that reflect the true cost of water, encouraging responsible usage.
  • Technology Innovation: Invest in innovative technologies for efficient water treatment and distribution.
  • Government Initiatives: Support and expand government initiatives like the Jal Jeevan Mission to provide piped water supply to all households.

Mains Question: Discuss the multifaceted challenges of addressing water scarcity and declining groundwater levels in India. Propose a comprehensive strategy for sustainable water resource management in the country. Support your answer with real-world examples and data.
