1. MONUMENT MITRA SCHEME.

Topic: GS1 – art and culture

Context:

  • “Adopt A Heritage Program 2.0” was launched on September 4, 2023, by the Union Minister of Culture. 

 MONUMENT MITRA SCHEME:

  • Objective: The program aims to enhance the visitor experience and make protected monuments more visitor-friendly.
  • ASI Framework: Archaeological Survey of India (ASI) has developed a framework to engage private and public sector companies in developing and providing amenities at protected monuments through Corporate Social Responsibility (CSR) funds.
  • Interest from Companies: Several private and public sector companies have expressed interest in participating in the scheme.
  • Emphasis on CSR Funds: The program emphasizes the use of Corporate Social Responsibility (CSR) funds from companies for the development and improvement of facilities at protected monuments.
  • Preservation Efforts: The collaboration with private and public sectors is seen as a step towards preserving and maintaining these monuments while making them more accessible to visitors.

2. PM-DevINE Scheme

Topic: GS2 – Government initiatives.

Context:

  • PM-DevINE has sanctioned 9 projects worth Rs.855.85 crore since its inception.
  • The total release/authorization for these projects is Rs.121.41 crore, with an expenditure/utilization of Rs.121.19 crore (99.82%).

PM-DevINE Scheme:

Focus: Boosting Infrastructure and Connectivity in North East

Target: North Eastern States (NES) and Sikkim

Key Objectives:

  • Develop and upgrade infrastructure
  • Enhance connectivity in the region
  • Promote economic development
  • Improve living standards
  • Create employment opportunities

Areas of Focus:

  • Road Network Development
  • Inland Waterways Development
  • Air Connectivity Enhancement
  • Digital Connectivity Expansion
  • Border Area Infrastructure Improvement
  • Social Infrastructure Development (Healthcare, Education)

Funding:

  • Central Government and Participating States
  • Public Private Partnerships
  • Multilateral and Bilateral Funding Agencies

Expected Outcomes:

  • Improved transportation and logistics
  • Enhanced trade and commerce
  • Increased tourism potential
  • Improved access to basic services
  • Sustainable economic growth and development

3. Measures for curbing environmental pollution.

Topic: GS3 – environmental pollution

Control of Pollution Scheme (Central Sector Scheme):

  • Administered by the Ministry of Environment, Forest & Climate Change.
  • Operational since 2018.

Objectives:

  • Monitor air quality nationwide.
  • Implement air pollution mitigation measures.
  • Monitor water quality and noise levels.

         Components:

  • Assistance for Abatement of Pollution to weaker State Pollution Control Boards/ Pollution Control Committees and Central Pollution Control Board.
  • National Clean Air Programme (NCAP).
  • Environmental Monitoring Network Programme:
  • – Operation and Maintenance of National Air Quality Monitoring Programme (NAMP) stations.
  • – Operation and Maintenance of Continuous Ambient Air Quality Monitoring Stations (CAAQMS).
  • – National Ambient Noise Monitoring Network (NANMN) – strengthening and establishment of new stations in Million Plus Cities.
  • – National Water Monitoring Programme (NWMP).
  • Research and Outreach Programmes.

Afforestation Schemes:

  • Implemented by Central and State Governments/Union Territory Administrations.
  • Includes National Afforestation Programme (NAP) and Green India Mission (GIM).
  • Afforestation activities under various programs/funding sources like Compensatory Afforestation Funds, MGNREGA, National Agroforestry Policy, Sub-mission on Agro-forestry, National Bamboo Mission, and National Mission for Sustainable Agriculture.

Pollution Mitigation Steps:

  • Ban on single-use plastic.
  • Implementation of BS-VI norms for fuel and vehicles (since April 2020).
  • Promotion of E-vehicles and cleaner fuels.
  • Adoption of zig-zag technology for brick kilns.
  • Extended Producer Responsibility (EPR) for plastic, tyre, battery, and e-waste management.
  • Real-time monitoring of grossly polluting industries.
  • Notification of rules such as Hazardous and other waste Management (HWM) rules, E-waste rules, and Bio-Medical Waste rules.
  • Emission and discharge standards for various sectors.
  • Regular monitoring of industrial compliance by CPCB and SPCBs/PCCs.

Environmental Safeguards and Measures:

  • Requirement of prior environmental clearances for projects and activities as per EIA Notification 2006.
  • Conditions and safeguards stipulated during EC to minimize adverse impacts on air quality, water quality, land degradation, biodiversity, and wildlife habitat.
