2. Failure to hold Assembly session shows depth of crisis in Manipur.

- Governor Anusuiya Uikey did not issue the notification for the session despite Cabinet advice on August 4 to convene it on August 21.
The present state of Manipur:
- The delay might be due to the ongoing political and law and order situation in the State.
- Legislators of Kuki ethnicity expressed inability to attend due to prevailing violence in parts of the State.
- Governor’s failure to hold the session goes against the constitutional position that she is bound by the government’s advice.
- Last session was in March, and the Assembly must meet within six months; the period ends on September 2.
- Delay in notifying the session raises concerns about the legitimacy of the government led by Chief Minister N. Biren Singh.
- Appointment of Justice Siddharth Mridul as Chief Justice of Manipur High Court delayed, causing disorder.
