1. JAPAN INDIA MARITIME EXERCISE 2023 (JIMEX 23) CONCLUDES
Topic: GS2 – defence cooperation.
Context:
- The 7th edition of Japan India Maritime Exercise 2023 (JIMEX 23) concluded in the Bay of Bengal.
- The exercise was hosted by the Indian Navy.
About JIMEX:
- JIMEX stands for Japan India Maritime Exercise. It is a bilateral naval exercise conducted between the Indian Navy and the Japan Maritime Self-Defense Force (JMSDF). The exercise aims to enhance interoperability and cooperation between the two navies in maritime security, counter-terrorism, and humanitarian assistance and disaster relief (HADR) operations.
- JIMEX is held biennially and alternates between Japan and India as the host The exercise involves a series of professional interactions, including maritime drills, helicopter operations, anti-submarine warfare exercises, tactical maneuvers, and communication exercises. These activities are designed to strengthen the coordination and understanding between the naval forces of both countries.
- JIMEX plays a significant role in promoting maritime cooperation and security in the Indo-Pacific region. It reflects the growing strategic partnership between Japan and India and contributes to maintaining peace and stability in the region.

2. 43 new implementing partners empanelled under SAMARTH; additional training target of 75,000 beneficiaries.
Topic: GS2 – Government initiatives.
Context:
- The Empowered Committee for the Scheme for Capacity Building in Textiles Sector (SAMARTH) has broadened the panel of implementing partners with the empanelment of 43 new partners.
- An additional target of training around 75,000 beneficiaries has been allocated to the training partners.
- The funding pattern has been revised with a 5% increment in cost norms, providing additional financial support to industries involved in skill imparting.
About SAMARTH scheme:
- The Samarth scheme is a flagship skill development scheme of the Ministry of Textiles, Government of India.
- It was launched in 2017 with the objective of providing demand-driven, placement-oriented, National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textile, excluding Spinning and Weaving.
- The scheme aims to train 10 lakh persons over a period of 3 years (2017-20) with an estimated budget of 1300 crore. The scheme has invited the participation of Textiles Industry/Associations registered under Central or State Government/Chambers of Commerce of Central or State Government.
The key features of the Samarth scheme include:
- Demand-driven and placement-oriented skilling programmes
- NSQF compliant skilling programmes
- Incentivization of the industry in creating jobs
- Coverage of the entire value chain of textile, excludingSpinning and Weaving
- Training by certified trainers
- Third party assessment and certification
- Placement linked skilling programme with mandatory wage employment in organized sector (70%) and in traditional sector (50%)
