1. Union Government issues advisory to social media intermediaries to identify misinformation and deepfakes
Topic: GS3 – science and technology
Context:
- The Union Minister of State for Skill Development issued an advisory to significant social media intermediaries.
The advisory includes the following key points:
- Emphasized the need for due diligence and reasonable efforts to identify misinformation and deepfakes that violate rules and regulations or user agreements.
- Urged expedited action against such cases within the timeframes specified under the IT Rules 2021.
- Instructed users not to host information/content/deep fakes that violate rules and regulations.
- Required intermediaries to remove reported content within 36 hours of reporting and take expeditious action as per IT Rules 2021.
- Demanded disabling access to content/information that violates rules and regulations within stipulated timeframes.
What are deepfakes?
Deepfakes are a form of synthetic media that involves the use of artificial intelligence to create realistic but entirely fabricated content. Here are some key points about deepfakes:
- Deepfakes use AI algorithms, particularly deep learning techniques, to manipulate or generate audio, video, or images.
- They can superimpose one person’s face onto another person’s body in videos, making it appear as though someone said or did something they didn’t.
- Deepfakes can create highly convincing and deceptive content, making it difficult to distinguish from genuine media.
- They have the potential to be used for malicious purposes, such as spreading false information, identity theft, and cyberbullying.
- Concerns about deepfakes have led to increased scrutiny and the development of technologies to detect and combat their use.
- Deepfake technology continues to evolve, posing challenges for both individuals and society in terms of privacy, trust, and security.
