1. IRDAI eyes insurance push in rural areas with ‘Bima Vahak’

IRDAI (Insurance Regulatory and Development Authority of India) has issued draft guidelines for Bima Vahak, a dedicated distribution channel to improve insurance awareness and penetration in rural areas.

Issue:

Bima Vahak will be a field force comprising corporate and individual agents, primarily women, who will serve as the last-mile connect for insurers in every Gram Panchayat.
-
The aim of Bima Vahak is to build trust among the locals and distribute and service insurance products.
-
Insurers will still be responsible for KYC (Know Your Customer) and AML (Anti-Money Laundering) compliance for policies sourced through Bima Vahaks.
-
The initiative is part of the ‘Insurance for all by 2047’ goal and is expected to enhance insurance inclusion and provide comprehensive coverage for financial protection needs in rural areas.

2. RBI issues draft on cyber safety for PSOs

The Reserve Bank of India (RBI) has released draft Master Directions on Cyber Resilience and Digital Payment Security Controls for Payment System Operators.

Issue:

The draft aims to address cybersecurity risks and vulnerabilities in digital payment transactions.

It covers governance mechanisms for managing cybersecurity risks and specifies baseline security measures for safe and secure digital payments.
-
The directions are applicable to authorised non-bank Payment System Operators (PSOs) to ensure their resilience to information systems and cybersecurity risks.

Stakeholders have been invited to provide feedback on the draft by June 30, 2023.

3. ‘India needs new skill sets to boost cybersecurity’

A report by the Data Security Council of India predicts a surge in new roles in the cybersecurity field in India.

The demand for cybersecurity professionals in India has increased by 54% in the past year.

4. Telangana has many goals to reach despite becoming strong economy – KCR

Recent government decisions include financial assistance to artisans’ families, distribution of land pattas to tribal families, and implementation of the KCR nutrition kits scheme.

The state is going through a golden era of welfare schemes.

5. Law Commission meets Uttarakhand UCC team

Justice Ranjana Prakash Desai (retd) suggests that the Law Commission may be considering working on the issue of Uniform Civil Code (UCC).

Justice Desai, who heads the committee preparing a draft of the UCC for Uttarakhand, had a meeting with Law Commission chairperson Justice Ritu Raj Awasthi and other members.

The meeting was described as a courtesy call, where the members of the Uttarakhand UCC panel shared information about the work they have done on the UCC draft in Uttarakhand.

It is implied that the Law Commission may be interested in the topic of UCC, and the meeting provided an opportunity for exchange of ideas and information.

6. PM Modi invited to address joint session of Congress in U.S.

Prime Minister Narendra Modi has been invited to address a joint session of the U.S. Congress during his state visit to the U.S.

The invitation was extended by leaders of the U.S. House of Representatives and the U.S. Senate from both parties.

The address is scheduled for June 22 and will provide an opportunity for Mr. Modi to share his vision of India’s future and discuss global challenges.

This will be the second time Prime Minister Modi addresses the U.S. Congress, having previously done so in June 2016.

The invitation letter highlighted the lasting impression of Mr. Modi’s previous address and emphasized the growing bilateral partnership based on shared values and commitment to global peace and prosperity.

7. New guidelines for deemed universities are ‘light but tight’, says UGC Chairman.

The Union Education Minister, Dharmendra Pradhan, released new regulations for deemed to be universities in India.

Issue:

The aim of the regulations is to promote quality and excellence in higher education, strengthen the research ecosystem, and transform the higher education landscape.
-
The new regulations, titled the UGC (Institutions Deemed to be Universities) Regulations, 2023, replace the previous regulations from 2019.
-
The regulations facilitate the creation of more quality-focused deemed to be universities in an objective and transparent manner.
-
The regulations align with the National Education Policy of 2020 and are described as “light but tight” by UGC Chairman M. Jagadesh Kumar.
-
The eligibility criteria for applying for deemed to be university status have been revised and now include factors such as NAAC grading, NIRF ranking, and NBA grading.
-
The term “deemed to be universities” will be removed once the Higher Education Commission of India is established through an act of Parliament.
-
The UGC’s timely reform efforts were commended by the Union Education Minister.
