1. PROMOTING SMART FARMING
Topic: GS3 – Indian agriculture
Context:
- Encouraging the implementation of advanced farming practices to enhance efficiency and sustainability in agricultural processes.
Overall Initiatives:
- The adoption of modern and smart farming technologies in India is influenced by factors such as socioeconomic conditions, geographical features, crop types, and irrigation facilities.
- The Government of India collaborates with State Governments to promote and integrate modern farming technologies into the agricultural sector.
Financial Support Programs:
- The Sub-Mission on Agricultural Mechanization promotes the use of modern machines, including kisan drones, to enhance agricultural practices.
- The National e-Governance Plan in Agriculture (NeGPA) allocates funds to State Governments for Digital Agriculture Projects utilizing technologies such as Artificial Intelligence (AI), Machine Learning (ML), Internet of Things (IoT), Blockchain, etc.
Innovation and Agri-Entrepreneurship Development:
- The Rashtriya Krishi Vikas Yojana (RKVY-RAFTAAR) introduced the “Innovation and Agri-Entrepreneurship Development” component in 2018-19.
- The objective is to stimulate innovation and agri-entrepreneurship by providing financial support and fostering the incubation ecosystem.
Promotion of Start-ups:
- Start-ups are encouraged under RKVY-RAFTAAR to address agricultural challenges using innovative technologies.
- These start-ups receive financial support to implement solutions in agriculture and allied sectors.
Funding Mechanism:
- Funds are released to states based on their proposals, enabling them to implement and scale up initiatives aligned with modern farming technologies.

2. Promoting Cooperatives
Topic: GS3 – co-operative sector
Promoting Cooperative Movement:
- Ministry of Cooperation collaborates with States/UTs to strengthen and promote new co-operatives, aligning with the vision of Sahakar-se-Samridhi.
Financial Support for Cooperatives:
- Plan approved for setting up new multi-purpose PACS, dairy, and fisheries cooperatives with support from NABARD, NDDB, NFDB, NCDC, and other federations.
- Registration process for 9,961 new cooperatives in various stages across 24 States/UTs.
Financial Assistance by NCDC:
- NCDC supports cooperatives with financial assistance, disbursing Rs. 35,179.65 crores in 2023-24 (up to 30.11.2023).
- State-wise disbursement details provided in Annexure “B.”
Cooperative Banks and Urban Cooperative Banks (UCB):
- Cooperative banks, UCBs, and DCCBs facilitate loans, with disbursements reaching Rs. 9,89,273.84 crores in 2021-22.
- RBI’s initiatives include increased housing loan limits, relief measures, and support for TDS limits.
Cooperative Societies in Various Sectors:
- Initiatives include the creation of three new multi-state cooperative societies for seeds, organic farming, and exports.
- Focus on capacity building through the establishment of a Cooperative University and training programs by NCCT.
Tax Relief and Revival of Sugar Cooperative Mills:
- Income tax relief for sugar cooperative mills paying higher sugarcane prices.
- 10,000 crore loan scheme for strengthening sugar cooperative mills.
Information Technology and Other Measures:
- Emphasis on IT with computerization of cooperative offices and schemes for digital transformation.
- New National Cooperative Database, formulation of National Cooperative Policy, and amendments to the MSCS Act, 2002.
- Expansion of NCDC’s schemes, including ‘Swayamshakti Sahkar’ and ‘Dairy Sahkar.’
