1. EXERCISE MALABAR -23 CONCLUDES
Topic: GS3 – defence cooperation.
Context:
- The 27th edition of Exercise MALABAR concluded on August 21, 2023, off the East Coast of Australia near Sydney.
- Participating in the exercise were Ships, Submarines, and aircraft from four major naval forces: the Indian Navy (IN), Royal Australian Navy (RAN), Japan Maritime Self Defence Force (JMSDF), and the US Navy (USN).
More information about the news:
- The MALABAR series of maritime exercises began in 1992 as a bilateral exercise between the Indian Navy and the US Navy.
- Over the years, it has expanded to include four major navies in the Indo-Pacific Region.
- Participating countries include India, Australia, Japan, and the U.S.
- This year, Australia will host the exercise for the first time.
- Exercise Malabar will be followed by AUSINDEX, the India-Australia bilateral naval exercise.
- Malabar is considered the most complicated naval exercise conducted by India.

2. Department of Animal Husbandry & Dairying will receive 25 million USD grant under Pandemic Fund for strengthening Animal Health System of India
Topic: GS3 – animal husbandry.
Context:
- The G20 Pandemic Fund has approved a $25 million proposal by the Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying (DAHD), India.
- The proposal aims to strengthen “Animal Health Security” for pandemic preparedness and response, focusing on a One Health approach that includes animal health security.
- The Pandemic Fund was established under Indonesia’s G20 Presidency and aims to enhance pandemic prevention, preparedness, and response in low- and middle-income countries.
Animal Health System of India:
The Animal Health System of India encompasses various components and strategies aimed at ensuring the well-being, health, and disease management of animals across the country.
- Government Agencies and Ministries:

- The Department of Animal Husbandry & Dairying (DAHD), under the Ministry of Fisheries, Animal Husbandry & Dairying, is the central agency responsible for animal health and welfare in India.
- Disease Surveillance and Early Warning:
- Disease surveillance involves monitoring animal populations for signs of diseases and their spread. Early warning systems help detect and respond to disease outbreaks promptly.
- This includes monitoring both domesticated animals (livestock, poultry) and wildlife.
- Veterinary Services:
- Veterinary services encompass animal healthcare, diagnosis, treatment, and vaccination.
- Government veterinary hospitals, clinics, and mobile veterinary units provide healthcare services to livestock and other animals.
- Vaccination Programs:
- Vaccination campaigns target common animal diseases to prevent their spread.
- Vaccination helps build immunity in animal populations and reduces the risk of disease outbreaks.
- Research and Development:
- Ongoing research helps improve disease diagnostics, treatment methods, and vaccine development.
- Research institutions and universities contribute to advancements in animal health sciences.
- Zoonotic Disease Management:

- Given the interconnectedness between animal and human health, managing zoonotic diseases is critical.
- This involves tracking diseases that can be transmitted from animals to humans and implementing measures to prevent such transmission.
- Capacity Building:
- Training programs for veterinarians, animal health workers, and stakeholders enhance their knowledge and skills in disease management and prevention.
- One Health Approach:

- Recognizing the interconnectedness of human, animal, and environmental health, the One Health approach emphasizes collaboration between veterinary and medical sectors.
