1. Meri LiFE Mera Swachh Shehar

Topic: GS2 – Government initiatives.

Context:

• • • The campaign “Meri LiFE, Mera Swachh Shehar” has become a historic movement led by citizens, promoting the habits of reduce, reuse, and recycle (3R) as part of urban cleanliness.

Issue:

• • • Over 13,000 Reduce, Reuse, Recycle (RRR) Centers have been opened nationwide, where citizens can donate their unused goods, such as books, clothes, toys, etc., which will be refurbished and recycled for reuse.

    • More than 17 lakh citizens have voluntarily donated their unused goods at RRR Centers across the country.

Case Studies for Mains Answer:

• • • In Karnataka, citizens have donated cycles at the nearest RRR Center, while in Raipur, musical instruments like guitars and harmoniums were deposited. Women self-help groups (SHGs), Swachhata Didis, and NGOs have also actively participated.

    • Various women groups in Khandwa, MP, conducted door-to-door collection drives for old clothes and shoes. College students in Punjab’s Mahilpur opened an RRR Center on their premises.

    • In Ghaziabad, 35 NGOs and 24 Resident Welfare Societies have come together to run 5 RRR Centers. Over 20,000 citizens have visited nearly 450 RRR Centers in Karnataka.

    • Navi Mumbai introduced a Recycle Mart with D-Mart, where citizens can trade daily used items deemed as trash for redeemable coupons at D-Mart.

    • Unique initiatives include painting competitions, forming human chains, and using waste materials to create RRR Centers in cities like Manesar, Pune’s Pimpri-Chinchwad, Kozhikode, etc.

    • Citizens, volunteers, RWA members, SHG groups, and TULIP Interns have actively participated in making their cities cleaner through the campaign.

2. Secretary, Department of Water Resources Chairs Meeting Of National Level Steering Committee Of Atal Bhujal Yojana

Topic: GS2, GS3 – Government initiatives, water conservation.

Context:

• • • The National Level Steering Committee (NLSC) of the Atal Bhujal Yojana has decided to continue the scheme for another two years beyond 2025.

Issue:

• • • Atal Bhujal Yojana is being implemented in 8220 water-stressed Gram Panchayats across seven states in India.

    • The committee reviewed the scheme’s progress and directed states to expedite activities and implementation of Water Security Plans (WSPs).

    • Due to the impact of COVID-19 and the time required for community behavioural change, the scheme’s continuation was extended for two more years.

    • The Secretary of the Department of Water Resources highlighted the need for innovative irrigation technologies to improve water use efficiency.

    • Capacity building of communities and integration of WSPs into Gram Panchayat Development Plans (GPDPs) were emphasized.

    • The World Bank praised the scheme for its focus on water use efficiency and expressed support for community-led sustainable groundwater management.

About Atal Bhujal Yojana:

Atal Bhujal Yojana (ATAL JAL) is a Central Sector Scheme implemented by the Government of India since April 2020. The scheme aims to address the challenges of groundwater depletion and promote sustainable groundwater management in selected water-stressed areas of the country. Here are some critical points about Atal Bhujal Yojana:

• • • Objective: The scheme’s main aim is to promote community participation and decentralized groundwater management through the involvement of Gram Panchayats and local communities. It focuses on behavioural changes, demand-side interventions, and efficient water-use techniques.

    • Implementation: Ministry of Jal Shakti is implementing Atal Bhujal Yojana in water-stressed Gram Panchayats across seven states in India.

    • Duration: The scheme is initially implemented for five years, from 2020 to 2025. However, as per the decision of the National Level Steering Committee, it will now be extended for an additional two years beyond 2025.

    • Water Security Plans (WSPs): Under the scheme, Water Security Plans are prepared at the Gram Panchayat level. These plans involve the collection of water-related data, the assessment of water availability and demand, and the identification of supply-side and demand-side interventions.

    • Convergence: Atal Bhujal Yojana emphasizes the intersection among different line departments in the water sector. It aims to bring all these departments together to utilize resources and implement the Water Security Plans effectively.

    • Innovative Technologies: The scheme encourages the adoption of innovative irrigation technologies to improve water use efficiency. This includes drip irrigation, sprinkler irrigation, mulching, and crop diversification.

    • Capacity Building: Capacity building of communities and stakeholders is a crucial component of the scheme. It focuses on providing training and support to Gram Panchayats and promoting behavioural changes towards water conservation and management.

    • Performance-Based Incentives: The scheme follows a performance-based approach, where states that perform well in implementing the interventions and achieving targets can receive additional incentive funds.

3. Centrally Sponsored Scheme for the Development of Infrastructure Facilities for The Judiciary

Topic: GS2 – Government initiatives, Modernisation of Judiciary.

Context:

• • • The Department of Justice, under the Ministry of Law & Justice, has a Centrally Sponsored Scheme (CSS) for the Development of Infrastructure Facilities for the Judiciary.

Issue:

• • • The scheme focuses on transforming judicial infrastructure at District and Subordinate Courts across the country.

    • The scheme supports the construction of court buildings, digital computer rooms, lawyers’ halls, toilet complexes, and residential accommodations for Judicial officers.

    • The fund-sharing pattern for the scheme is 60:40 between the Centre and the State governments.

    • For 8 North-Eastern and 2 Himalayan States, the fund-sharing pattern is 90:10.

    • Union Territories receive 100% central funding for the development of judicial infrastructure.

    • The scheme aims to enhance the resources available to state governments for improving the infrastructure facilities in the Judiciary.

    • The objective is to provide modern and well-equipped infrastructure to facilitate the efficient functioning of the Judiciary and improve access to justice.

    • The scheme is contributing to the overall development and modernization of the judicial system in the country.
