1. Cabinet approves Uttar Poorva Transformative Industrialization Scheme, 2024

Context

The Union Cabinet, chaired by PM Narendra Modi, approves UNNATI – 2024, a Rs. 10,037 crore industrial development scheme for the North East, aiming to generate jobs and sustainable growth.

 Additional information on this news:

• The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Uttar Poorva Transformative Industrialization Scheme, 2024 (UNNATI – 2024) for a 10-year period with a total cost of Rs. 10,037 crore.
• The scheme is part of the government’s effort to promote industrial development, job creation, and sustainable growth in the North East Region, with a focus on balancing industrial growth and environmental preservation through positive and negative lists of industries.
• The scheme offers incentives to investors for setting up new units or expanding existing ones, with capital investment incentives and central capital interest subvention varying based on the applicability of Goods and Services Tax (GST).
• Manufacturing & Services Linked Incentive (MSLI) is provided for new units based on Net Payment of GST, with upper limits defined for different zones.
• The scheme aims to generate employment opportunities, anticipating around 83,000 direct job opportunities during the scheme period.
• The scheme is effective from the date of notification until March 31, 2034, with an additional 8 years for committed liabilities.
• Districts are categorized into two zones (Zone A and Zone B), with funds earmarked for 8 Northeastern states and allocated on a First-In-First-Out (FIFO) basis.
• Micro industries under MSME norms are considered, and new industrial units and expanding units are eligible for incentives.
• Implementation involves cooperation between DPIIT and states, overseen by national and state-level committees, ensuring transparency and efficiency.

Industrialisation in North East States

Resource Utilization: Harnesses abundant natural resources (minerals, forests) for development. ●     Challenges Infrastructure Gap: Limited road, rail, and power connectivity increases operational costs. Geographical Constraints: Hilly terrain makes infrastructure development expensive. Social Unrest: Past insurgency issues can deter investment. ●     Way Forward Improve Connectivity: Invest in transportation networks and power grids. Skill Development: Train local workforce to meet industry demands. Focus on Sustainable Industries: Prioritize eco-friendly practices and resource management. Incentivize Investment: Offer tax breaks and ease regulations for businesses.
