1. Flagship Agricultural Schemes.
Topic: GS3 – agriculture sector.
Context:
- Agriculture in India is a state subject, but the Government of India implements various schemes for farmers’ welfare.
Schemes for agriculture sector:
- Schemes cover credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic farming, farmer collectives, irrigation, extension, procurement at minimum support prices, and digital agriculture.
- Some entitlement-based schemes like PMFBY require state government participation for farmers to benefit.
- The Union Minister of Agriculture and Farmers’ Welfare, Shri Narendra Singh Tomar, provided this information in a written reply in Lok Sabha.
- Annexure-I details the comprehensive range of schemes, while Annexure-II highlights success stories of technology interventions benefiting smallholder farmers.

2. Vibrant Villages Programme
Topic: GS2 – Government initiatives
Context:
- Vibrant Villages Programme (VVP) approved on 15.02.2023 for comprehensive development of identified villages.
- National-level workshop conducted for capacity building of State/District officials post-approval.
- Series of meetings and discussions held with stakeholder Ministries/Departments/States/UT for VVP implementation.
- 17 Union Cabinet Ministers visited and stayed in identified villages to assess the state of Central Government Scheme implementation and gather firsthand feedback.
- About 2900 activities organized in Vibrant Villages, including fairs, festivals, cultural promotion, awareness camps, sports meets, health and veterinary camps.
- Senior officers from central Ministries/Departments and States/UT visited identified villages.
- States/UT forwarded Village Action Plans (VAP) for comprehensive development, indicating works/projects required.
- Ongoing schemes of different central Ministries/Departments to cover identified villages under their schemes on priority.
- Fund release under VVP is contingent upon approval of works/projects projected under Village Action Plans.

3. Decrease In Naxalite Activities
Topic: GS3 – internal security.
Context:
- Seventh Schedule of the Constitution assigns Police and Public Order to State Governments in India.
- Government of India supplements State efforts in areas affected by Left Wing Extremism (LWE) through a holistic National Policy and Action Plan approved in 2015.
Left Wing Extremism (LWE):
- The strategy includes security measures, development interventions, and safeguarding rights and entitlements of local communities.
- Central Government supports affected states with Central Armed Police Forces, training, funds through schemes like Security Related Expenditure (SRE), and Special Infrastructure Scheme (SIS).
- 1648.23 crore released under SRE since 2018-19, including Rs. 587.96 crore for Chhattisgarh.
- 969.80 crore sanctioned under SIS for strengthening Special Forces, Special Intelligence Branches, and District Police in LWE-affected states since 2017-18.
- 704 Fortified Police Stations sanctioned for LWE-affected states; 603 constructed, including 120 in Chhattisgarh.
- 3249.78 crore released under Special Central Assistance (SCA) for critical public infrastructure and services in LWE-affected states since 2018-19, including Rs. 921.20 crore for Chhattisgarh.
- Various initiatives on the development front, including road network expansion, telecom connectivity improvement, financial inclusion, and skill development.
- Steadfast implementation of the policy leads to a consistent decline in LWE violence across the nation.
- LWE-related violent incidents decrease by 76% in 2022 compared to the high in 2010.
- Resultant deaths (Security Forces + Civilians) decrease by 90% from the all-time high of 1005 in 2010 to 98 in 2022.
- Geographical spread of LWE violence constricted; districts reporting violence reduced from 96 (2010) to 45 (2022).
- In 2022, a 36% decrease in LWE-related violence incidents compared to 2018; Chhattisgarh sees a 22% decrease.
- Resultant deaths decrease by 59% in 2022 compared to 2018; in Chhattisgarh, a 60% decrease.
