1. Joint outcome statement: India-UK round ten FTA negotiations.

The Republic of India and the United Kingdom concluded the tenth round of talks for an India-UK Free Trade Agreement (FTA) on 09 June 2023.

The negotiations were conducted in a hybrid fashion, with some UK officials traveling to New Delhi for in-person negotiations and others attending virtually.

Technical discussions took place across 10 policy areas, covering a wide range of topics related to the FTA.

About India-UK FTA:

The India-UK FTA is a bilateral trade agreement being negotiated between India and the United Kingdom.

Negotiations began after the UK officially left the European Union in January 2020.

The FTA aims to enhance trade and economic cooperation between the two countries.

It seeks to reduce or eliminate trade barriers such as tariffs and non-tariff barriers.
-
The FTA is expected to provide benefits such as increased market access for goods and services.
-
It aims to promote investments and cooperation in sectors like agriculture, manufacturing, technology, and finance.

Discussions cover areas such as trade in goods, services, intellectual property, investment, and customs procedures.

Other topics include rules of origin, sanitary and phytosanitary measures, technical barriers to trade, and competition policy.

Hurdles to India-UK FTA:
There are a number of hurdles that need to be addressed in order to reach an India-UK free trade agreement (FTA). These include:

Tariffs on goods: India has high tariffs on many goods, including cars, alcohol, and dairy products. The UK wants these tariffs to be reduced or eliminated.

Intellectual property rights: Balancing the interests of various industries, such as pharmaceuticals, software, and entertainment, while ensuring robust IPR frameworks, can be a complex task.

Rules of origin: Rules of origin determine how much of a product must be made in India or the UK in order to qualify for preferential tariff treatment. The two countries need to agree on these rules.

Data protection: The UK has strict data protection laws, while India is still developing its own laws in this area. The two countries need to agree on how to protect data that is transferred between them.

Non-tariff barriers: Non-tariff barriers, such as technical regulations, standards, and customs procedures, can impede trade. Harmonizing regulations and addressing non-tariff barriers can be time-consuming and require significant coordination.

Continued negotiations: Both India and the UK should continue engaging in regular rounds of negotiations to discuss and resolve the outstanding issues. This will help maintain momentum and build on the progress achieved in previous rounds.

Flexibility and compromise: Both countries should demonstrate flexibility and willingness to compromise on certain issues to reach a mutually beneficial agreement. Finding common ground and exploring creative solutions can help overcome hurdles and move negotiations forward.

Stakeholder engagement: It is crucial to engage with various stakeholders, including industry representatives, trade associations, and civil society groups, to understand their concerns and incorporate their perspectives into the negotiations.

Bilateral dialogues: Alongside formal negotiation rounds, regular bilateral dialogues between high-level officials from both countries can help maintain a constructive dialogue, discuss overarching concerns, and provide political guidance to the negotiating teams.

Interim agreements: Consideration can be given to exploring interim agreements or phased implementation of certain provisions where consensus is achievable. This approach allows for the early realisation of benefits while addressing more challenging aspects over time.

Learning from other FTAs: Both countries can draw lessons from other successful FTAs and incorporate best practices and successful models where applicable. Analyzing and learning from the experiences of other trade agreements can provide valuable insights into addressing challenges and achieving desired outcomes.

By adopting a proactive and collaborative approach, addressing specific concerns, and maintaining open lines of communication, India and the UK can work towards a successful conclusion of the FTA negotiations, paving the way for enhanced trade and economic cooperation between the two nations.

2. INDIAN ARMY CONTINGENT PARTICIPATES IN MULTINATIONAL JOINT EXERCISE “EX KHAAN QUEST 2023” IN MONGOLIA

The multinational peacekeeping joint exercise “Ex Khaan Quest 2023” has begun in Mongolia.

The exercise features participation from military contingents and observers from over 20 countries.

The inauguration ceremony was conducted by the Hon’ble President of Mongolia, Mr Ukhnaagiin Khurelsukh.

The exercise is co-sponsored by the Mongolian Armed Forces (MAF) and the United States Army Pacific Command (USARPAC).
-
The Indian Army is represented by a contingent from the GARHWAL RIFLES.
-
The 14-day exercise aims to enhance interoperability among the participating nations and provide training for UN Peacekeeping Operations.
-
The exercise will contribute to strengthening defence cooperation between the Indian Army and participating countries, particularly the Mongolian Armed Forces.
-
The exercise will also facilitate the enhancement of bilateral relations between India and Mongolia.
