1. In a historic move, the Chairman constitutes all-women panel of Vice-Chairpersons in Rajya Sabha

Topic: GS2 – Indian polity.

Context:

• 13 women Members of Rajya Sabha (RS) nominated to a panel.
• The panel is reconstituted by the Vice-President & Chairman of RS, Shri Jagdeep Dhankhar.
• The occasion was the discussion of the Nari Shakti Vandan Vidheyak Bill, 2023 in the Rajya Sabha.

What is Panel of Vice-Chairpersons:

• The Panel of Vice-Chairpersons in the Indian Parliament is a body of members of the Rajya Sabha who are nominated by the Chairman to preside over the House in the absence of the Chairman and the Deputy Chairman.
• The Panel is constituted under Rule 8 of the Rules of Procedure and Conduct of Business of the Rajya Sabha.
• The Panel of Vice-Chairpersons plays an important role in the smooth functioning of the Rajya Sabha. It assists the Chairman and the Deputy Chairman in conducting the business of the House and ensures that the proceedings are conducted in an orderly and efficient manner.
• The Panel of Vice-Chairpersons also has the power to decide on certain procedural matters, such as the admissibility of motions and the selection of speakers.
• It also plays a role in resolving disputes between members and in maintaining order in the House.

2. Waste Collection on Wheels: ‘E Parakkum Thalika’ Inspires Mini MCF

Topic: GS3 – waste management.

What is the news?

• In Kerala’s Malappuram district, an abandoned bus has been transformed into a Mini Material Collection Facility in line with Swachhata Pakhwada 2023.
• The bus’s theme is inspired by the popular Malayalam blockbuster ‘E Parakkum Thalika,’ featuring Thamarakshan Pillai, Unni, and Sundaresan.
• It’s located in front of the Perinthalmanna City Council office and will be used for waste collection in the city.
• The project has garnered widespread attention and highlights the potential of turning waste into art and promoting sustainability.

Significance: not much important – however can be used as a case study in mains answer.

3. Government comes out with a new set of National Awards in the field of Science, Technology and Innovation known as “Rashtriya Vigyan Puraskar.

Topic: GS1 – Government awards.

Context:

• The Government of India has introduced the “Rashtriya Vigyan Puraskar” (RVP), a set of National Awards in the field of Science, Technology, and Innovation.
• The RVP aims to recognize significant contributions made by scientists, technologists, and innovators, either individually or in teams, in various fields of science, technology, and technology-led innovation.

More information about the news:

• Eligibility for the awards includes scientists, technologists, and innovators from government, private sector organizations, or individuals working independently, both within India and abroad, with exceptional contributions benefiting Indian communities or society.
• The awards will be presented in four categories:
  1. Vigyan Ratna (VR) for lifetime achievements and contributions in any field of science and technology.
  2. Vigyan Shri (VS) for distinguished contributions in any field of science and technology.
  3. Vigyan Yuva-Shanti Swarup Bhatnagar (VY-SSB) for young scientists up to the age of 45 who have made exceptional contributions.
  4. Vigyan Team (VT) for teams of three or more scientists, researchers, or innovators who have made an exceptional contribution working in a team.

• Awards will be given across 13 domains, including Physics, Chemistry, Biological Sciences, Mathematics & Computer Science, Earth Science, Medicine, Engineering Sciences, and others.
• Gender parity will be ensured in the representation from each domain/field.
• The selection process will involve the Rashtriya Vigyan Puraskar Committee (RVPC), headed by the Principal Scientific Adviser (PSA) to the Government of India, and comprising members from science departments, science and engineering academies, and distinguished scientists and technologists.
