1. Schemes for Welfare of Farmers

Topic: GS2 – Governance –  Government policies –  Interventions for development in various sectors

GS3 – Agriculture
Crucial for UPSC aspirants, it covers agricultural policies, financial support, and infrastructure initiatives, vital for India’s socio-economic development.
 

Context
  • The article provides an overview of various Central Sector and Centrally Sponsored Schemes in India, focusing on initiatives aimed at supporting farmers, agricultural infrastructure, and sustainable development.

 Additional information on this news:
Central Sector Schemes:

  • Pradhan Mantri Kisan Samman Nidhi (PM-KISAN):
    • Launched: 24th February 2019
    • Objective: Supplement financial needs of landholding farmers.
    • Benefit: Rs. 6000 per year transferred in three equal four-monthly installments through DBT.
    • Transfer Status: Rs. 2.81 lakh crores transferred to over 11 crores beneficiaries.
  • Pradhan Mantri Kisan MaanDhan Yojana (PM-KMY):
    • Launched: 12th September 2019
    • Type: Contributory scheme for small and marginal farmers.
    • Contribution: Monthly subscription by farmers, matched by the Central Government.
    • Age Group: 18 to 40 years contribute until 60 years, receiving Rs. 3,000 monthly pension post-60.
  • Pradhan Mantri Fasal Bima Yojana (PMFBY):
    • Launched: 2016
    • Objective: Provide affordable crop insurance against natural risks.
    • Coverage: 5549.40 lakh farmer applications insured since 2016-17; Rs. 150589.10 crore paid as claims.
  • Modified Interest Subvention Scheme (MISS):
    • Interest Subvention: Concessional short-term agri-loans at 7% per annum, with an additional 3% subvention for timely repayment.
    • Availability: Crop loans up to Rs. 3.00 lakh and post-harvest loans against NWRs for small and marginal farmers with KCCs.
    • Sanctions: 465.42 lakh new KCC applications sanctioned with a credit limit of Rs. 5,69,974 crore.
  • Agriculture Infrastructure Fund (AIF):
    • Launched: Under Aatmanirbhar Bharat Package.
    • Purpose: Address infrastructure gaps and mobilize investment in agriculture.
    • Fund: Rs. 1 lakh crore disbursed from FY 2020-21 to FY 2025-26 with interest subvention and credit guarantee support.
    • Sanctions: Rs. 33.209 Crores sanctioned for 44,912 projects, mobilizing an investment of Rs. 56.471 Crores.
  • Formation & Promotion of new 10,000 FPOs:
    • Launched: Central Sector Scheme for “Formation and Promotion of 10,000 Farmer Producer Organizations (FPOs)” in 2020.
    • Budget: Rs. 6865 crores.
    • Support: Financial assistance up to Rs 18.00 lakh per FPO for 3 years, equity grant, credit guarantee facility, and training.
    • Registrations: 7,774 FPOs registered as of 31.12.2023.
  • National Beekeeping and Honey Mission (NBHM):
    • Launched: 2020 under Atma Nirbhar Bharat Abhiyan.
    • Initiatives: Honeybees recognized as the 5th Input for Agriculture, establishment of honey testing labs, Madhukranti portal, and registration of 23 lakhs bee colonies.
  • Market Intervention Scheme and Price support Scheme (MIS-PSS):
    • Implementation: Ministry of Agriculture & Farmers Welfare.
    • Objectives: Procurement of pulses, oilseeds, and copra to protect growers from distress sales.
  • Namo Drone Didi:
    • Approved Central Sector Scheme (2024-25 to 2025-26) with an outlay of Rs. 1261 Crores.
    • Aim: Provide drones to Women Self Help Groups (SHGs) for agriculture services with subsidies and loans.

Centrally Sponsored Schemes:
(i) Rashtriya Krishi Vikas Yojana (RKVY):

  • Focus: Creation of pre & post-harvest infrastructure, flexibility to states, and financial support for overall growth of agriculture.

(ii) National Food Security Mission (NFSM):

  • Objective: Increase production of rice, wheat, pulses, coarse cereals, and Nutri-Cereals in identified districts.
  • Initiatives: Millet missions, seed-hubs, start-ups, and FPOs established.

(iii) Mission for Integrated Development of Horticulture (MIDH):

  • Components: Plantation infrastructure, orchard establishment, organic farming promotion, post-harvest management, and marketing infrastructure.

(iv) Integrated Scheme for Agriculture Marketing (ISAM):

  • Components: Creating and improving market structures, capacity building, and integrating agricultural produce markets through e-NAM.

(v) Mission Organic Value Chain Development for North Eastern Region (MOVCDNER):

  • Objective: Develop organic production clusters, support value chain development, and promote organic practices in the Northeast.

(vi) Digital Agriculture:

  • Scheme Aim: Improve the National e-Governance Plan in Agriculture (NeGPA) by developing a digital public infrastructure for agriculture.
  • Architecture: AgriStack with core registries, databases, farmers’ ID linked with land records, and various digital initiatives.

2. EXERCISE VAYUSHAKTI-2024

Topic: GS3 – Defence

Relevant for UPSC aspirants, it covers military exercises, joint operations, and India’s air defense capabilities, crucial for national security.
Context
  • The Indian Air Force announces Exercise Vayu Shakti-24 on February 17, 2024, showcasing offensive and defensive capabilities, joint operations with the Army, and participation of 121 aircraft.

Additional information on this news:

  • Exercise Vayu Shakti-24 is scheduled for 17 February 2024 at the Pokhran Air to Ground Range near Jaisalmer, conducted by the Indian Air Force.
  • The last edition of the exercise took place on 16 February 2019.
  • The event will showcase offensive and defensive capabilities of the IAF, including joint operations with the Indian Army, spanning day and night.
  • A total of 121 aircraft will participate, featuring indigenous Tejas, Prachand, and Dhruv, along with other aircraft such as Rafale, Mirage-2000, Sukhoi-30 MKI, Jaguar, Hawk, C-130J, Chinook, Apache, and Mi-17.
  • Indigenous Surface to Air Weapon systems Akash and Samar will demonstrate their ability to track and shoot down intruding aircraft.
  • The exercise aims to display the IAF’s capability to deliver weapons with long-range precision and accuracy, using both conventional and devastating effects, from multiple air bases.
  • Special operations by the IAF transport and helicopter fleets, involving the Garuds and Indian Army elements, will also be showcased during the exercise.
