1. Centre imposes stock limits on Tur and Urad dal.

Topic: GS3 – Inflation, food security.

Context:

      • The Government of India has imposed stock limits on tur dal and urad dal to prevent hoarding and speculation and improve affordability for consumers.

Issue:

      • The stock limits will be applicable to wholesalers, retailers, big chain retailers, millers, and importers.

      • The limits will be in effect from 2nd June 2023 until 31st October 2023.

      • For wholesalers, the stock limit for each pulse is 200 MT, while for retailers it is 5 MT.

      • Big chain retailers can hold 5 MT at each retail outlet and 200 MT at the depot.

      • Millers can hold the last 3 months of production or 25% of annual installed capacity, whichever is higher.

      • Importers are not allowed to hold imported stock beyond 30 days from the date of Customs clearance.

      • Stock positions must be declared on the Department of Consumer Affairs’ portal, and any stocks exceeding the prescribed limits must be brought within the limits within 30 days.

      • The imposition of stock limits is part of the government’s efforts to control the prices of essential commodities.

2. MeitY transfers cost effective Li-ion battery recycling technology  to nine recycling industries and start-ups

Topic: GS3 – Science and technology.

Context:

      • The Ministry of Electronics and Information Technology (MeitY) has transferred cost-effective Li-ion battery recycling technology to nine recycling industries and start-ups.

Issue:

      • The technology, developed under the Mission LiFE initiative, can process various types of discarded Li-ion batteries and recover over 95% of Lithium, Cobalt, Manganese, and Nickel contents in the form of oxides/carbonates with about 98% purity.

      • The recycling process involves leaching and selective extraction of metal values through solvent extraction.

      • The secondary raw materials obtained from the recycling process can be used for battery manufacturing or other applications.

      • The technology was developed at the Centre of Excellence on E-waste Management, established at the Centre for Materials for Electronics Technology (C-MET) in Hyderabad in collaboration with the Government of Telangana and Greenko Energies Pvt. Ltd.

      • The initiative aligns with the circular economy goals set by NITI Aayog, and MeitY is leading in showcasing the outcomes of technology development in this area.

3. Government commits to increase availability and accessibility of better veterinary health services to minimise economic losses due to animal diseases

Topic: GS3 – Animal Husbandry

Context:

      • The Union Minister of Fisheries, Animal Husbandry and Dairying, Shri Parshottam Rupala, chaired an Inter-Session Meeting of the Consultative Committee attached to his Ministry in Srinagar.

Issue:

      • The Committee discussed the strengthening of veterinary services through mobile units and the implementation of vaccination programs in the country.

      • Minister Rupala emphasized the importance of livestock and poultry in improving the socio-economic conditions of rural communities and highlighted the need to increase availability and accessibility of veterinary health services to minimize economic losses due to animal diseases.

      • Members of Parliament appreciated the efforts of the Department, particularly the Mobile Veterinary Units (MVUs) with central assistance and the toll-free number 1962. They also provided suggestions to improve veterinary services, which the Minister assured would be considered and appropriate action taken by the Department.

4. Researchers devise a low-cost method to secure long-distance communication by overcoming distortions

Topic: GS3 – Science and technology.

Context:

      • Scientists at the QuIC lab at the Raman Research Institute have developed a method to achieve secure long-distance communication without the need for costly active-polarization tracking devices.

Issue:

      • The method overcomes distortion due to photon-polarization caused by satellite movement and scrambling of polarization in optical fibers.

      • The approach utilizes novel optimization methods to achieve a trade-off between key rate, quantum-bit-error-rate (QBER), and key symmetry.

      • The method is cost-effective and eliminates the need for additional resources, making active polarization tracking devices unnecessary.

      • The entangled state used in the method has a high fidelity of 94%, and the protocol’s performance remains unchanged even with lower fidelities.

      • The optimization methods employed maximize the key rate while keeping the QBER below the secure threshold and ensuring balanced key symmetry.
