1. Expanding global influence of India in Traditional Medicine

Topic: GS3 – Health sector.

Context:

  • A 15-member group of High Commissioners and Ambassadors from East and Southern African Countries visited the All India Institute of Ayurveda (AIIA) in New Delhi.
  • The visit took place under India’s 2023 presidency in the G20, with the aim of exploring Indian Systems of Traditional Medicine and Integrative health care.

Indian traditional medicines:

  • Ayurveda:
    • Ayurveda is one of the oldest healthcare systems in the world and is often referred to as the “science of life.” It emphasizes balance and harmony in the body, mind, and spirit.
    • Ayurvedic treatments include herbal medicine, diet and nutrition, yoga, meditation, and various therapeutic techniques.
    • It categorizes individuals into different body types or doshas (Vata, Pitta, and Kapha) and tailors treatments accordingly.
  • Yoga:
    • While yoga is often associated with physical postures (asanas), it is a holistic system that encompasses physical, mental, and spiritual well-being.
    • Yoga practices include meditation, breathing exercises (pranayama), and ethical principles (yamas and niyamas).
    • Yoga is widely practiced for its health benefits, stress reduction, and spiritual growth.
  • Unani Medicine:
    • Unani medicine, also known as Greco-Arabic medicine, has its origins in ancient Greece and was later enriched by Arab scholars.
    • It uses a combination of natural substances, such as herbs and minerals, along with diet and lifestyle recommendations for healing.
    • Diagnosis in Unani medicine involves examining the pulse, urine, and other bodily signs.
  • Siddha Medicine:
    • Siddha medicine is a traditional system that originated in South India. It is based on the principles of Ayurveda and is popular in Tamil Nadu.
    • Siddha treatments use herbs, minerals, and metals to restore balance in the body.
    • Practitioners of Siddha medicine often focus on the concept of “vatha,” “pitha,” and “kapha” similar to Ayurveda.
  • Homeopathy:
    • Although homeopathy has European origins, it has gained popularity in India and is considered a traditional medicine system.
    • Homeopathy treats illnesses with highly diluted substances that trigger the body’s natural healing responses.
  • Naturopathy:
      • Naturopathy emphasizes the body’s innate ability to heal itself through natural means.
      • Treatments include dietary changes, hydrotherapy, exercise, and herbal remedies.
      • Naturopathy promotes a holistic approach to health and wellness.

Mains Question: Discuss the significance and relevance of Indian traditional medicines, such as Ayurveda, in the context of modern healthcare and the challenges faced in their integration into mainstream medical practices.

2. Government extends support under Scheme for Remission of Duties and Taxes on Exported Products (RoDTEP)

Topic: GS2 – Government initiatives.

Context:

  • The Scheme for Remission of Duties and Taxes on Exported Products (RoDTEP) has been extended until June 30, 2024, maintaining the existing rates for export items.
  • The extension aims to support the exporting community in improving their negotiation capabilities in the international market.

About Remission of Duties and Taxes on Exported Products (RoDTEP):

  • RoDTEP is a government scheme aimed at promoting Indian exports by refunding duties and taxes incurred during the production and distribution of exported goods.
  • It serves as an important policy tool to enhance the competitiveness of Indian products in the global market.
  • The scheme was initially notified until September 30, 2023, and has been extended until June 30, 2024, with consistent rates for existing export items.
  • RoDTEP aligns with India’s commitment to international trade agreements, including compliance with World Trade Organization (WTO) standards, demonstrating India’s adherence to global trade rules.
  • A RoDTEP Committee within the Department of Revenue plays a crucial role in determining and recommending the ceiling rates for different export sectors under the scheme.
  • The scheme’s implementation in an end-to-end IT environment ensures transparency, efficiency, and effective monitoring of refunds.

3. Claims of more than 10,000 MSMEs accepted under Vivad se Vishwas-I scheme since launch

Topic: GS2 – Government initiatives.

Context:

  • Over 10,000 claims submitted by Micro, Small, and Medium Enterprises (MSMEs) have been accepted by various Ministries and Departments of the Government of India.
  • A total of more than Rs. 256 crore has been granted to MSMEs through this initiative.

About Vivad se Vishwas-I scheme:

The “Vivad se Vishwas” or “Direct Tax Vivad se Vishwas Act, 2020” is a scheme introduced by the Government of India to provide taxpayers with a platform to settle their pending direct tax disputes. Here are the key points about the Vivad se Vishwas scheme:

  • Aim: The scheme aims to reduce the pending income tax disputes by offering a resolution mechanism for both taxpayers and the government.
  • Scope: It covers various types of direct tax disputes, including disputes related to income tax, corporate tax, and wealth tax, that are pending before any appellate forum as of a specified date.
  • Eligibility: The scheme is open to both individuals and businesses, including corporates. It is available for appeals filed by taxpayers as well as disputes initiated by the Income Tax Department.
  • Benefits: Under the scheme, taxpayers can settle their disputes by paying the disputed tax amount without any additional interest or penalty. In some cases, a reduced disputed amount may be offered if the payment is made within a specified time frame.
  • Positive Impact: The scheme is expected to unclog the legal system by reducing the number of pending tax disputes and also provide relief to taxpayers facing prolonged litigation.
